Governemnt of South Sudan (GoSS) has received financing from the World Bnak towards the cost of the implementation of Building Skills for Human Capital Development in South Sudan (BSHCDSS)
. Baswed on aforementioned , MoHEST is seeking to use aportion of the proceed of the funds to finance the position of the Gender Based Violence ( GBV) Specialist.
Objectives of the Assignment: The general objective of this is to support GBV Risk Management Requirement including additional identification , prevention , risk mitigation,
and response to GBV risks, including SEA/SH related to project implementation. The specific objectives of the Specialist"s mandate are as follows :
Identify GBV /SEA/SH risks linked to the implementation of the project and to develop risk mitigation strategies through the integration of risks and related mitigation measures in key
safeguard instruments , such as the project Environmental and Social Management Framework.
Support the Implementation and coordination of prevention , risk mitigation , and response activities by supervising the contract of service provideers and services of any additional GBV
specialist consultants , encouring the ethical and appropriate implementation of the GRM , by collaborating with Project Implementation Unit ( PIU).
Monitoring and evaluating activities related to prevention , response , and mitigation of GBV risks, in line with the GBV / SEA/SH Action Plan.
3. Responsibilities : The Gender Based Violence (GBV) Specialist will be responsible for the provision of technical assistance to the program in general and advance to the
implementating partners technical guidance to ensure compliance and implementation of the Gender policy and adhering to the general procedures and guidenlines of the World Bank (WB) in order to
ensure quality output of program interventions and all other tasks detailed in the terms of reference ( TOR) that will be provided upon submission of application ( in person or by E-
mail).
Government officials or civil servants will not be considered unless : (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; ( ii)
their employment will not create condlict of interest.
4. Duration: The assignment will be for a period of twenty - four (24) months with a possibility of extension subject to satisfactory performance.
5. Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview . The qualification , experience and
Skills should include ;
Holds a Master degree in social sciences, Gender , Law or any other relevant discipline;
a) General Experience : Minimum of 8 years of working experience in the institutions related to the public / private sector, b) Specific Experience ; Minimum of 5 years of specific
continuous working experiences in implementation GBV prevention and response activities;
working experience of at least 5 years with International agencies , at least five ( 5) years of experience in conducting awearness campaigns on women"s rights , gender equality , GBV , and
/or reproductive health considered an asset.
Practical working experience in training : Skills in stakeholder engagement and consultation; proven "get-it-done" attitude , ability to solve problems independently and
work with limited supervision, Self - driven and proactive , focused on rapidly achieving results inadvancing project implementation ; Fluency in English and knowledge of Arabic and other South
Sudan local dialects will be an added adavantage ; Knowledge and fluency in standard MS office applications ( Word, Excel , power point ) ; Demonstarted interpersonal and negotiation skills
including diplomacy and tact ; Good knowledgle of the World Bank"s environmental and social Risk Management Standards; Experince working in an FVC context is an added advantage , Good knowledge
of relevant legislation / legal frameworks in South Sudan areas of GBV.
The MoHEST now invites eligible individual consulants to indicate their interest in providing the above - mentioned services. Interested consultants must provide information indicating that
they are qualified to perform the services and furnish the Curriculum Vitae (CV) in the prescribed form that will be provided with the TOR upon submission of application ( in person or
by e-mail at the adress given below ).
The attention of interested consultant(s) is drawn to Section III , paragraph 3,14, 3.16 and 3.17 of the World Bank"s "Procurement Regulations for IPF Borrows" July 2016 revised November
2017, August 2018 and November 2020 [ Procurement in investment project Financing; Goods , works , Non- Consultancy and Consultancy services ] , setting forth the World Bank "s policy on
conflict of interest.
Aconsultant will be selected in accordance with the procedures set out in the World Bank"s Procurement Regulations for IPF Borrowers" July 2016 revised November 2017 , August 2018 and
November 2020 for selection of individual consultant.

Deadline for Submission: The Experience of Interest (EOI) and the CV completed in the prescribed form must be delivered to the address below ( in person , or by mail , or by
e- mail ) by Monday 09th ,October 2023 at 17: 00 Hours ( South Sudan Time ).
