1- The Ministry of General Education and Instruction (MOGEI) of the Government of South Sudan (GoSS) has received financial Grant from the World Bank towards the cost of implementation of project title: Building Skills for Human Capital Development in South Sudan (BSHCDSS). Based on on aforementioned, The MOGEI intends to use portion of the proceed of the grant to finance position for Finance Management Specialist (FM) on a contract basis.

2. The overall objective of this assignment is to support the Ministry of General Education and Instruction to build sound financial management system and structure. The specialist expected to consider all elements of the Public Financial Management (PFM) cycle such as budget preparation, budget execution, budget monitoring, accounting and treasury management, internal control including internal audit and financial reporting. As part of strengthening the account and finance function, the Specialist is expected to be a central resource in supporting MOGEI by establishing an effective and efficient financial management system for MOGEI.

3- Scope of the assigment and key reponsibilies:The Fanance Management Specialist shall undertake the following tasks in collaboration with Project Implementation Unit (PIU). The Finance Management Specialist shall be responsible for all the financial matters of the project.

  • Ensure timely preparation of annual work plans and budgets, and cash forecast.
  • Review the implementation of the project budget on a monthly basis and advise the management team on the level of budget absorption.
  • Ensure the disbursements are made in accordance with financing agreements, appoved implementaton budgets and work plans together with the operations manual(s).
  • Ensure all payments are supported by proper documentation in accordance with World Bank financial regulations and procedures supporting the ministry.
  • Effect payment of specialist and suppliers specifed in the project manuals upon authorization and verification by the Project Director.
  • Monitor the utilization of payment made to implementing partners through desk and site review and reporting to the Project Director.
  • Ensure the accounting records and ledger and all financial transactions captured using acceptable computerized accounting soft and are always maintained up to date.
  • Review and ensure all monthly bank reconciliation statements are prepared, and outstanding items are resolved in timely manner.
  • Ensure timely submission of withdrawal application of the World Bank through the electronic disbursement platform, to facilitate timely documentation and replenishment of various Designated Accounts held by the respective projects.
  • Ensure preparation and submission of quarterly Interim Financial Reports (IFRs) and annual project financial reports in format approved by the World Bank.
  • Facilitate any and all financial management review of projects fund and accounts as may be required by the World Bank.
  • Reconcile inventory records and physical assets with the general ledger.
  • Ensure that external project audit is done annualy, and issues of concerns in the management letter are promptly followed up and resolved for smooth financial management purposes.
  • Together with the project management team, maintain, develop and update the Financial Procedures manual on regular basis.
  • Implement and maintain proper internal control system including approval and authorization procedures, adequate segregation of function in payment processing and reqular internal check mechanisms and ensure full compliance.
  • Provide reglar financial management capacity building support to the project Govrnement staff including arrangement and development of financial management knowledge transfer plan to be achieved within specific timeframe.
  • Undertake any other measures directly related to the effective and efficient execution og financial management.
  • Carry out any other assignment as may be directed by the Project Director designated by the Ministry of General Education and Instruction.

4. Qualification:

The Specialist should have the following minimum qualifications:

  • Minimum of a Bachelor degree in accounting, finance, business administration or any other related field.
  • Advance degree in accounting, finance, business administration or any other related field from recognized University.
  • Relevant professional qualification such as ACCA, CPA, CIPFA and
  • Membership of a recognized accountancy body in good standing.

5. Work Experience

  • The Specialist should have demonstrable experience in Public Finance related activities as follow:
  • At least seven (7) years of post qualification experience handling finance management responsibilities in public sector/or project financed by development partners.
  • At least four (4) of the minimum seven years of experience should be related to finance management responsibilities in project funded by the World Bank or similar international organizations.
  • Good knowledge and application of relevant computerized accounting software such as IFMIS, QuickBooks, Navision or Pastel.
  • Experience in project financial management in international NGOs, or development institutions.
  • Experience in FCV countries is added advantage.
  • Excellent written and oral communication skills, in English to deliver complex technical documentation, and report.
  • Exellent computer skills, including database use is required.

6. Reporting

The key deliverables of the Specialist are as follows:

  • Prepare and submit monthly, quarterly and annual reports including Interim Unaudited Financial Reports (IFRs), management reports which will be submitted to Project Director within two (2) week after the end of the month or quarter or year, to which the report relates.
  • Submit reports and updates to the Project Implementation Unit (PIU) and the World Bank on key issues affecting the operation of the project financial activities including the extent of the capacity building plan.
  • Prepare Annual Financial Statements for the project within two (2) months after the end of fiscal year to which they related. The Annual Fiscal Statement should be submitted to external auditor within three (3) months after the fiscal year end.
  • Prepare and facilitate the audit of the financial statement.
  • Provide Finance Management capacity building to other project, ministry, and other agencies staff.

7. The MOGEI now invites EOI from interested eligible individual consultants to indicate their interest in providing the above mentioned technical services. Interested consultant must provide information demonstrating that they are qualified to perform the services and furnish their CV in the prescribed form and the term of reference (TOR) will be provided upon submission of application through the addresses given below.

8. The attention of Interested consultants is drawn to Section III, paragraph 3.14, 3.16 and 3.17 of the World Bank"s Procurement Regulation for IPF Borrowers" July 2016 revised November 2017, August 2018 and November 2020 [Procurement in Investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank"s policy on conflict of interest.

9. A consultant will be selected in accordance with the individual consultant selection method set in the World Bank "Procurement Regulation for IFP Borrowers" July 2016, revised November 2017, August 2018 and November 2020 for selection of individual consultant.

10. Assignment Duration:This assignment will be for a period of initial three (3) years and renewable subject to availability of funds and satisfactory performance.

11. Duty Station: The Financial Management Specialist (FM) will be based in Juba and stationed at the Head Office of the Ministry of General Education and Instruction.

12. Deadline for Submission: The Expression of Interest (EOI) and CV completed in the priscribed format must be delivered to the addresses below in person or by email not later than Fridaday, 6th October, 2023 at 16:00 Hour East Africa Time.
