Assignment Title: Request for Expressions of Interest for a Specialist on Energy Efficient (EE) and Distributed Renewable Energy (RE) Technologies.

The Organisation of the Eastern Caribbean States Commission (OECSC) has received financing from the World Bank toward the cost of the Caribbean Efficient and Green-Energy Buildings Project and intends to apply part of the proceeds for Consulting services for a Specialist on Energy Efficiency (EE) and Distributed Renewable Energy (RE) Technologies.

The consulting services (“the Services”) include, but are not limited to, coordinating with project national focal points to identify, prioritize, plan and implement EE and distributed RE activities to meet the objectives of the project, developing Terms of Reference (TOR) for proposed activities and support the selection of suitable qualified professionals for the main activities under the project, supporting the implementation of capacity building and training for EE and distributed RE energy under the project, and analyzing and reviewing EE and distributed RE policies and regulations in beneficiary countries namely Grenada, St. Lucia and Guyana. Further details can be found in the Terms of Reference (TOR) below. The assignment is expected to be undertaken for a period of eight (8) months.

The Organisation of the Eastern Caribbean States Commission (OECSC) now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The minimum required qualifications and experience are listed in section 7 of the Terms of Reference (TOR) below.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, Fourth Edition, November 2020 (‘Procurement Regulations’) setting forth the World Bank’s policy on conflict of interest.

Individual Consultants wishing to signify their interest in undertaking the prescribed services are to submit an Expression of Interest (EOI) providing information demonstrating that they have the required qualifications and relevant experience to perform the services.

Expressions of interest can be submitted via email to the first address and copied to the second address by Thursday October 12, 2023 at 15:00 pm Eastern Standard Time (EST). Email submissions should include the name and address of the Consultant and shall be clearly marked in the subject line as “Expression of Interest- Specialist on Energy Efficient (EE) and Distributed Renewable Energy (RE) Technologies.”

An Individual Consultant will be selected in accordance with the World Bank’s Procurement Regulations for IPF Borrowers, Fourth Edition, November 2020.

Consultancy for Project Support Services

Specialist on Energy Efficiency (EE) and Distributed Renewable Energy (RE) Technologies

1.0 Background

The governments of Grenada, Saint Lucia and Guyana requested a World Bank (WB) loan for the Caribbean Efficient and Green-Energy Buildings Project (CEGEB Project, P179519)). The Project Development Objectives are to enhance the efficiency of energy use in public buildings and increase the Renewable Energy (RE) supply for public buildings in Eastern Caribbean Countries. The project will be implemented by Grenada, Saint Lucia, and Guyana (participating countries) and the Organisation of Eastern Caribbean States Commission (OECS Commission) which will function as the regional project coordinator. The Project will support investments in Energy Efficiency (EE) retrofits, distributed renewable energy (DRE) systems for public buildings, as well as technical assistance at both regional and country levels. The EE retrofits will include active and passive EE measures along with improvements in building-control systems. The DRE systems will include Distributed Photovoltaic (DPV) systems and solar water-heating systems for public buildings, along with battery storage of energy for critical public buildings, to enhance the energy resilience of these buildings and support optimal delivery of solar electricity generated to the power grid. The Project will also support regional policy and regulatory and capacity building with respect to sustainable energy.

The OECS Commission has received a Grant for Preparation of the CEGEB Project (Grant No TF0C2148-60) and intends to use the grant proceeds to finance the project preparation activities. The project preparation activities include investment grade audits for design and technical specifications for energy efficiency and distributed RE investments in the project participating countries, market outreach, stakeholder communication at national and regional level and capacity building.

The OECS Commission is seeking a specialist on energy efficiency and distributed renewable energy to advise and support the OECS Commission to undertake and monitor project preparation activities.

2.0 Scope of Services

The Specialist on Energy Efficiency (EE) and Distributed Renewable Energy (RE) Technologies is expected to work closely with the Sustainable Energy Unit (SEU) of the Commission and report to the Programme Director, Sustainable Energy. The scope of services of the Specialist will include but not be limited to the following:

  • Work closely and coordinate with project national focal points to identify, prioritize, plan, and implement energy efficiency and DRE activities to meet the objectives of the project.
  • Develop Terms of Reference for proposed activities and support the selection of suitable qualified professionals for the main activities under the project.
  • Provide technical and advisory support including the review of outputs from other consultants under the project. Provide inputs to the sector market analysis in developing/modifying project strategies to achieve the project objectives.
  • Lead on providing quality assurance of deliverables, including project products and outputs.
  • Support the implementation of capacity building and training for energy efficiency and distributed renewable energy under the project.
  • Develop and implement appropriate communication for the project activities. Promote and spearheads outreach efforts, effectively engaging with beneficiaries, other stakeholders, and audiences to advance the objectives of the project.
  • Provide inputs and support for the analysis and review of energy efficiency and distributed renewable energy policy and regulations in beneficiary countries.
  • Represent the project and the OECS Commission at national, regional, and international meetings/fora that are aligned with project.
  • Perform any other related duties as may be assigned/approved by the Head Environment Sustainability Division, including working collaboratively with the broader OECS Commission to ensure linkages with work under the broader Sustainable Energy Programme.

3.0 Outputs & Deliverables

To meet the objectives of this assignment, the Consultant will prepare and deliver the following outputs to the client:

  • Outputs and deliverables for tasks as listed in Scope of Services.
  • Monthly Progress Reports on the technical status of project implementation and tasks undertaken as specified in the Scope of Services to be submitted on the 7th day of each month.
  • Final Project Implementation Report, covering the period of the contract, on the technical aspects of project implementation.

All Reports and documents prepared for the assignment is the property of the OECS Commission

The progress reports are expected to inform on assignment progress, achievement, status, challenges, risks, among other matters. Note that while reporting is done periodically, it is the responsibility of the Consultant to raise flags and discuss emerging issues as soon as they are identified so that appropriate action can be taken in real-time. Progress reports should also align with the project log frame.

The final implementation report should highlight, inter alia: a) The nature of the work undertaken throughout the consultancy, noting the level of success and constraints; b) Lessons learned during the assignment; and c) Recommendations for continued actions that would facilitate support achievement of the project outputs and outcomes.

4.0 Deliverables Timetable

The consultant is expected to work full time (5 days per week) over a period of eight (8) months (November 2023 to June 2024) and can be extended subject to satisfactory performance. Hybrid mode (combination of visits to OECS Commission office and participating countries and virtual working mode) is acceptable as agreed with the OECS Commission.

7.0 Qualifications and Experience

The candidate will be required to possess the following qualifications and professional experience:

  • At least a Bachelor’s degree related to energy, electrical engineering, natural resources, environmental management, or a relevant field.
  • A minimum of five (5)years of proven regional experience (in the Caribbean) on energy efficiency retrofits and distributed RE projects. Previous experience in donor-funded projects is required. International experience in EE and DRE projects and experience with multilateral donors would be an asset.
  • EE certifications are desired, such as AEE Certified Energy Manager or AEE Certified Energy Auditor.

Other Qualifications

  • Certification/Qualification in Project Management would be an asset.
  • Excellent writing, analytical, and verbal communication skills.
  • Demonstrated ability to work with multiple stakeholders including communities.
  • Ability to build and maintain strong working relationships.
  • High proficiency in the use of project management software and tools.
  • High proficiency in the use of Microsoft Suite (Word, Excel, and PowerPoint) and/or G Suite/Google Workspace.
