Assignment Title: Consulting Services of Feasibility Study Update
of Kambarata 1 Hydropower Project
The Government of Kyrgyz Republic has applied for financing from the International Development Association (the Bank) toward the cost of the Technical Assistance for Kambarata 1 Hydropower Plant Project and intends to apply part of the proceeds for consulting services of updating the feasibility study for Kambarata 1 Hydropower Project.
The objective of the consulting services (“the Services”) is to provide consulting services for Ministry of Energy of the Kyrgyz Republic to update the technical feasibility study carried out in 2014 for Kambarata 1 hydropower project. The Consulting Services include but not limited to: (i) Detailed review of the documentation and data from the existing 2014 feasibility study and identify any gaps and deficiencies; (ii) Detailed assessment of the data, calculations and documentation relating to the tectonic and seismic conditions in the region and at the project site and analysis of the stability of the principal structures to ensure safe future operation; (iii) Review of various options for the layout of the hydroelectric facilities to ensure reliability, safety, technical feasibility and economic design, maximizing the use of the natural resources in the construction area; (iv) On the basis of the updated feasibility study, development of a phased implementation concept for Kambarata 1 HPP construction to allow early generation and potentially phased development of the project.
It is envisaged that the assignment will take about 12 months to complete with an expected start date in Q2, 2024. The detailed Terms of Reference (TOR) for the assignment can be downloaded on the below link:

The Ministry of Energy (MoE) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The best qualified firms to carry out the services will be selected in accordance with the Consultant’s Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations. Following this invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals
Shortlisting Criteria
1. The consulting firm shall have at least 20 years of consulting experience in the power sector with one of the core business areas on hydropower power design, feasibility study and development.
2. The consulting firm should have carried out at least five similar assignments with at least two assignments involving hydropower plants of over 500 MW with dam height of 150 meters or more in the last 15 years.
3. The consulting firm shall have the technical capacity and capability to undertake required the assignment within the specified timeframe.
4. The consulting firm shall have demonstrated management capability with in place a robust quality assurance system
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications (type of association shall be clearly indicated in the proposal). The Consultants may submit their Expressions of Interest as individual firms or associate in the form of joint venture or sub-consultancy. However, the qualification of the sub-consultant will not be evaluated when forming the shortlist. In case of joint venture, all the members of the joint venture should individually meet shortlisting criteria and shall be jointly and severally liable for the entire assignment, if selected.
