Assignment Title: Assistant Monitoring and Evaluation Specialist- Ministry of Transport & Public Works (Malawi)

Background: The Government of Malawi (GoM) has applied for financing from the World Bank toward the cost of the Southern African Trade and Connectivity Project (Project) to
support efforts to reduce trade costs and time, increase access to improved infrastructure, and increase value chain development in targeted corridors of Malawi and Mozambique, and intends to
apply part of the proceeds for consulting services.
The consulting services (“the Services”) include consultancy services as an Assistant Monitoring and Evaluation Specialist for the Project under the Ministry of Transport & Public Works
(Malawi). The Project will be implemented over a period of 4 years.
The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.
The Ministry of Transport and Public Works now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide
information demonstrating that they have the required qualifications and relevant experience to perform the Services for the position.
Roles and duties
The Assistant Monitoring and Evaluation Specialist will help the Monitoring and Evaluation Specialist t in performing the following activities -
Managing and maintaining digital monitoring and evaluation platform, the Geo-Enabling initiative for Monitoring and Supervision (GEMS).
Developing digital data collection tools in Kobol Toolbox.
Collecting performance monitoring data to measure progress towards achievement of development objective.
Maintaining and updating the Project Performance Indicator Tracking Table (PITT).
Developing indicators for sub-projects to ensure results are tracked and reported.
Assisting in production of project reports and briefs for submission to World Bank, Project Technical Committee, Project Technical Oversight Committee and the Secretary for Transport and
Public Works.
Assisting in coordinating and providing secretarial services to the Project Technical Committee and Project Technical Oversight Committee.
Assisting in coordinating implementation of project activities by Implementing Agencies.
Assisting in coordinating the development of project work plans and budgets to ensure they are realistic and in line with the project financing agreement and appraisal document.
Ensuring project implementing agencies are implementing activities in line with approved work plans and within budget by reviewing and providing guidance on funding requests submitted to
the Project Implementation Unit.
Assisting in coordinating implementation of regional activities by the Nacala Development Corridor Management Committee sector clusters.
Reviewing and providing input in ToRs and concept notes developed by Implementing Agencies for submission to World Bank.
Monitor trainings carried out by consulting firms and systematically evaluate their performance.
Develop terms of reference and coordinate internal monitoring and supervision missions.
Any other assignments provided by project management from time to time.
Academic requirements and experience
The candidate should meet the following minimum qualifications and expertise:
Bachelor’s Degree in areas relevant to Monitoring and Evaluation (e.g. Statistics, Economics and Demography).
A minimum of 4 years of demonstrable experience in designing and implementing M&E in development projects implemented by international NGOs/Government.
Demonstrated computer skills and experience in standard Microsoft software, SPSS and/or STATA.
Proven ICT skills, especially the use of Kobo Toolbox.
Demonstrated experience in designing tools and strategies for data collection, analysis and interpreting M&E results.
Strong writing skills and experience drafting reports.
Able to work with minimal supervision and willing to take initiative to support project-implementing agencies.
Good personal organisational skills, including time management and ability to meet deadlines and work under pressure.
Good interpersonal skills and ability to work as part of a team.
Excellent knowledge of English.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020
(“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant (INDV) selection method set out in the Procurement Regulations.
