The Inter-Governmental Authority on Development (IGAD) has received financing in the amount of US$ 10,000,000 equivalent from the World Bank toward the cost of the Eastern Africa Regional Digital Integration Project, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project.
The project will include the following components:
Component 1. Connectivity Market Development and Integration
This component will bridge existing network coverage and access gaps through infrastructure financing and support for an enhanced enabling environment to develop the regional broadband connectivity market
The major procurement activities under this component include provision of Technical Assistance on Public-Private Partnerships Framework for regional connectivity, consulting services for Regional Spectrum Strategy Looking Forward to 5G, Feasibility Study for HoA ICT Regulatory Associations, Technical Assistance to enhance regional connectivity infrastructure, Regional Digital Inclusion Study, and Recruitment of Telecom Expert Advisor
Component 2: Data Market Development and Integration
This component seeks to foster the development of a regional data market by enabling more affordable, secure, and seamless data management and sharing across borders.
The key Procurement activities under this component will include Consulting services for Regional cybersecurity assessment, Regional cybersecurity guidelines and capacity building, Data Infrastructure Needs Assessment for HoA, cybersecurity community of practice and Recruitment of Data Governance, Cyber Expert Advisor.
Component 3: Online Market Development and Integration
This component aims to build the regional online market by removing barriers to cross-border trade and payments, as well as investing in key enablers for expanded digital service delivery.
The key procurement activities consist of Consulting services for preparation of Regional E-Commerce Strategy, E-Commerce firms’ capacity building, as well as preparation of IGAD e-payments interoperability standards and guidelines
Component 4: Project Management and Building IGAD Capacity
This component will finance all aspects of program management. They include equipment and materials, training, compliance with fiduciary, procurement, and environmental and social framework requirements, M&E and impact assessment, knowledge management and communications. The component also finances key consultancies to support Project implementation.
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (November 2020) (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.
Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank’s external website and IGAD website (www.igad.int) .
Prequalification/Initial Selection of suppliers and contractors will not be required for the contracts under this project.

The East African Community (EAC) Secretariat has received a grant in the amount of US$ 15 million from the World Bank toward the cost of an Investment Project Financing (IPF) component of the Eastern Africa Regional Digital Integration Project. The EAC) Secretariat intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project.
The East African Community (EAC), with the support of the World Bank, is preparing to implement the Eastern Africa Regional Digital Integration Project (EA-RDIP) (2023 – 2028), which aims to advance digital market integration in the Eastern Africa region by increasing affordable access to regional broadband connectivity and strengthening the enabling environment for cross-border digital services. Phase I of the EA-RDIP Series of Projects covers two Regional Economic Communities: EAC and IGAD, and also includes country projects in Somalia and South Sudan.
The project is designed around four components, which reflect the distinct but interconnected layers of an integrated regional digital market. Components 1, 2 and 3 will support Connectivity Market Development and Integration; Data Market Development and Integration; and Online Market Development and Integration, respectively, whereas component 4 will support Project Management and Implementation Support.

Component 1. Connectivity Market Development and Integration (USD 2.4M) will provide support to the harmonization of broadband connectivity market, including support aimed at removing barriers to regional telecoms infrastructure and services to encourage investment, improve performance, eliminate pricing and quality differentials, as well as expand access to connectivity.
Component 2. Data Market Development and Integration (USD 4.9 M) will provide support towards harmonization of cybersecurity frameworks across the EAC Partner States to enhance the security of the cross-border data flows to safeguarding personal data, promoting trust in cross-border data transactions.
Component 3. Online Market Development and Integration (USD 5.5M) will provide support to the establishment of regionwide rules on online markets by promoting the harmonization of laws and regulations in a series of policy areas that are essential for the integration of digital markets. Policy areas covered under this component will focus on enabling remote transactions, including-signature, and cross-border payments, and set out rules for the functioning of online markets and services, including the responsibility of online intermediaries.
Component 4. Project Management and Implementation Support (USD 2.2M) will provide technical assistance and capacity support for project implementation, including financing for the setup of a project implementation unit (PIU).
The technical assistance from the EAC will focus on advancing harmonization by providing regional training to NSO experts, followed by country level training and technical missions to support implementation of the guidelines.
Procurement of contracts financed by the World Bank will be conducted through World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing - Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017 and August 2018 and Revised November 2020 (“Procurement Regulations”) and is open to all eligible firms and individuals as defined in the Procurement Regulations.
Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business, on the World Bank’s external website, EAC website, Regional News Papers and National Newspapers in East African Countries.
There will be no pre-qualification/ initial selection of suppliers and contractors. All such contracts will be subject to post qualification examination.
