Assignment Title: Functional Expansion of the Web-portal Complex of Hazard Monitoring and Forecasting Department (HFMD) of Kyrgyz Republic

Within the framework of Component 1 of the project "Enhancing resilience in Kyrgyzstan" (P162635) funded by the (World Bank), the Ministry of Emergency Situations of the Kyrgyz Republic plans amplify of the functional ability of web-portal of Unified Complex System of Emergency Monitoring and Forecasting (USCEMF).

The objective of the component is to improve the systems of preparedness and response of the Ministry of Emergency Situations of the Kyrgyz Republic to natural disasters and consists of the subcomponent "Management of monitoring and forecasting of natural disasters".

Within the framework of the subcomponent "Management of monitoring and forecasting natural disasters", it is necessary to enhance and implement an web-portal to collect information on monitoring natural disasters from various specialized organizations, departments and scientific institutes.

Objective of the assignment:

The objective of this assignment is to expand functionality of the Web-portal for Monitoring and Forecasting Emergencies. As part of the expansion of the functionality of the Web-portal for Monitoring and Forecasting Emergencies, the following tasks are envisaged:

• Collection of information on hazardous natural processes via mobile Android-based tablet application (for Inspection tablet).
• Deployment and facilitation of the installation of a central database of natural hazards to record information from the Inspection Tablet from the data collection sites.
• Design development of the main page of the USCEMF public portal.
• Technical support to the HMFD information system.
• Analysis of the current USCEMF public portal for the purpose of software improvements and deployment.

The start of the assignment is scheduled for November 2023. The expected duration of the assignment is approximately 180 calendar days after the contract is signed with the selected Consultant.

The project "Enhancing Resilience in Kyrgyzstan" invites eligible consulting companies (Consultants) to express their interest in providing services: Functional Expansion of the Web-portal Complex of Hazard Monitoring and Forecasting Department (HFMD) of Kyrgyz Republic.

Interested companies must provide information confirming their qualifications and relevant experience in providing services.

The consulting company must meet the following qualification requirements (expression of interest stage):

• General work experience of at least 15 years in the field of IT;
• Experience in the design and creation of data centers, confirmed by at least 2 contracts over the past 5 years;
• Experience in the design and supply of high-performance computing systems, analysis of computing processes, confirmed by at least 1 contract over the last 5 years;
• Having the sense of managing environmental data (inaccurate, network failure, etc.) will be advantage.

After evaluating the received expressions of interest from consulting companies, only the most qualified company (with the highest score) will be invited to submit technical and financial proposals.

Key people will not be assessed at the expression of interest stage.

Consultants should pay attention to paragraphs 3.14, 3.16, and 3.17 of Section III of the World Bank"s Procurement Regulations for IPF Borrowers issued in July 2016, revised in November 2017 and 2018 (Procurement Regulations), which set out the World Bank"s policy on conflict of interest.
