The Zambezi River Authority, “the Authority”, has received loans and grants from the African Development Bank (AfDB), the Swedish Government and the World Bank’s International Development Association (IDA) toward the cost of the implementation of the Kariba Dam Rehabilitation Project and intends to apply part of the proceeds of these loans and grants to payments under the contract for Spillway Refurbishment Phase 2 which comprise: replacement of the six spillway gate hoists with their associated controls, electrical equipment; to replace the standby diesel generator, completion of the maintenance works on the six (6) spillway gates, repairing concrete and associated miscellaneous civil work. This contract will be jointly financed by the AfDB, Swedish Government and the World Bank.
The Zambezi River Authority (“the Authority”) was established as a body corporate on 1st October 1987 by parallel legislation in the Parliaments of Zambia and Zimbabwe following the reconstitution of the Central African Power Corporation under the Zambezi River Authority Acts (Chapters 467 and 20:23 respectively). The Authority is jointly owned by the Governments of the Republics of Zambia and Zimbabwe in equal proportions and is mandated with the management of the Kariba Complex and the stretch of the Zambezi River (from Kazungula to Luangwa in Zambia and Kazungula to Kanyemba in Zimbabwe) which forms part of a common border between the two Contracting States
1. The Authority now invites sealed Bids from eligible Bidders for Spillway Refurbishment Phase 2 (“the Facilities”).
2. Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, January 2011 Revised July 2014. (“Procurement Guidelines”) and is open to all “eligible Bidders” as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.
3. Bidders may obtain further information and inspect the Bidding document during office hours from the Authority Head Office in Lusaka, Zambia from 0800 to 1230 hours and from 1430 hours 1630hours local time from Monday to Friday except for public holidays at the address given below.
4. Bidding document in English may be purchased by interested eligible Bidders from the address below upon payment of a nonrefundable fee of ZMW1,900.00 (Zambian Kwacha) or US$100 cash and on furnishing evidence (copy) of such deposit.
The method of payment will be Cash or a direct bank deposit to the Zambezi River Authority bank account; Standard Chartered Bank, Lusaka Main Branch, US$ Account: 87-00-211487-500; SWIFT Code: SCBLZMLX or Kwacha Account: 01-00-110230-800. The document will be provided as a hard copy and may be couriered by express mail on payment of a further amount of US$120.00 to cover cost of shipment. Electronic copies may only be sent as unofficial copies for convenience only after hard copies have been sent. Within three (3) working days of receipt of the required fee in the Zambezi River Authority bank account, the Zambezi River Authority will dispatch the bidding documents through courier service nominated by the Bidder and send a copy of the courier service order receipt through reply email to the bidder"s email address, which the bidder may use to track the delivery. The Zambezi River Authority shall not be responsible in case of late or incorrect delivery by the courier service company nominated by the Bidder.
5. Bids addressed to the Chief Executive must be delivered to the address below on or before 23rd November 2023, 1600 hours Zambia Time. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who chooses to attend at the address below.
6. Site Visit and Pre-Bid Meeting shall take place on 21st September 2023, 1000 hours Zambia time. Meeting Place is Kariba Administration Block, 21 Lake Drive, Kariba, Zimbabwe. For immigration and boarder control purposes at Kariba Dam, Bidders are requested to submit the full names and passport bio page of their representatives attending the Pre-Bid and Site Visit on or before 19th September 2023.
7. All Bids must be accompanied by a Bid Security which is fixed sum of One Hundred and Ninety-eight Thousand United States Dollars (US$198,000.00) issued by a bank or surety.
