• The Palestinian Liberation Organization (PLO) for the benefit of the Palestinian Authority, has received financing from the World Bank toward the cost of Water Security and Resilience Program (SoP 1), and intends to apply part of the proceeds toward payments under the Contract Construction of Water Distribution Systems in Villages in North East Jenin including the HH connections. For this contract the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.
• The Central Tendering Department now invites sealed Bids from eligible Bidders international and local classified contractors (Classified in the field of water and sewage (first class)), for implementing the works included in the Contract for Construction of Water Distribution Systems in villages in North East Jenin including the HH connections works and summarized here below. The expected duration of construction works is 550 calendar day equivalent to 18 months. In details the present contract includes:

Lot 1: Construction of Water Distribution System in Deir Abu Daeif in North East Jenin: Construction of Water Distribution System-Deir Abu Daief Transmission and Distribution Network Pipelines 90 KM, Ground Tank (1000 C.M.) Deir Abu Daief BPS, Electromagnetic Water Meter, Supply and installation of Prepaid Water Meter (1600).

Lot 2: Construction of Water Distribution System in Beit Qad, Jalboun and Arabuna in North East Jenin: Construction of Water Distribution Systems (Beit Qad+ Arabuna+Jalboun) Transmission and Distribution Network Pipelines/ Length= 80 KM, two elevated water tanks (500 C.M.), Booster pumping station, Electromagnetic water meter, Supply and installation of prepaid Water Meter (1790).

3. Bidders may Bid for one or two contracts (lots), as further defined in the bidding document. Bidders wishing to offer discounts in case they are awarded more than one contract (lot) will be allowed to do so, provided those discounts are included in the Letter of Bid.

4. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” November 2020 (Procurement Regulations), and is open to all Bidders as defined in the Procurement Regulations.

5. Interested eligible Bidders may obtain further information from 08:00am to 03:00pm at the address (1) given below and inspect the Bidding document during office hours from 08:00am to 03:00pm at the address (2) given below.

6. The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address (2) below and upon payment of a nonrefundable fee of 300 Dollars or equivalent in NIS. The method of payment will be direct bank transfer or deposit to Ministry of Finance Revenue account in the Bank of Palestine- IBAN No. PS65PALS045802190000013001049.

7. Bids must be delivered to the address (2) below on or before 12:00 noon local time 23/10/2023. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address (2) below at 12:00 noon local time on 23/10/2023.

8. All Bids must be accompanied by a Bid Security of USD 150,000 for each lot. The Bid Security shall be valid for twenty-eight (28) days beyond the bid validity date

9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.

10. In case more than one package under the Water Security and Resilience Program will be awarded to the same bidder, the bidder whose Bid has been determined to be the Most Advantageous Bid in more than one contract package, shall be required to meet the aggregate/sum of minimum qualification requirements for the respective individual contract packages. References of contracts/ lots submitted for the Specific Construction & Contract Management Experience criteria 4.2 (a), (b) and (c) should not be the same.
