Assignment Title: Recruitment of Senior Specialist in Curriculum Development (Recrutamento de Especialista Sénior em Desenvolvimento Curricular)

• The Government of the Republic of Cabo Verde has received from the International Development Association IDA/World Bank, (the “Bank”) a Credit (hereinafter called “Credit”) toward the costs of the Cabo Verde Human Capital Project and intends to apply part of the proceeds for consulting services.

• The Consulting Services (“the Services”) aims to strengthen the local technical team overseeing the revision of the secondary education curriculum. This includes the following: (i) Ensure specialized technical support to the National Directorate of Education (DNE) in the revision of the secondary education curriculum with a view to integrating subject-specific conceptual and procedural skills and knowledge and building learning outcomes for students, the acquisition of knowledge and its application to concrete situations; (ii) Participate in the technical implementation of the curriculum review activities for secondary education; (iii) Follow-up on tasks of the different technical teams and contracted specialists in the area of curriculum review for secondary education, contributing to the construction and deepening of learning in each subject or subject area of secondary education; (iv) Ensure the technical and programmatic monitoring of the activities of the four components to be developed as part of the curriculum review for secondary education.

The services are to be provided by a specialized skilled and expert professional, working under the direct supervision of the National Directorate for Education (DNE). The consultant will work full-time or most of the time in Cabo Verde. The duration of the assignment will be 12 months from the start date.

• The detailed Terms of Reference (ToR) for the assignment shall be requested by email address given below, from 8 a.m. until 4 p.m. (local time), during the working days.

• The Management Unit for Special Project (UGPE) now invites eligible individual consultants (“Consultant”) to indicate their interest in providing this service. Interested individual consultants must provide documentation/information indicating that they are qualified to perform the services: Letter of Interest duly signed and updated Curriculum vitae indicating namely, description of similar assignments, experience, and contact references in similar service is required. (Relevant material must not exceed 30 pages overall).

• The Individual Consultant shall have the following qualifications:

• A minimum of a Master"s degree in Education Sciences, preferably with a specialization in curriculum development;

• At least 5 years" Experience of carrying out similar work in other countries;

• At least 5 years" Experience in coordinating work teams;

• Specialized knowledge in the area of Curriculum and Curriculum Development with between 8 and 10 years" experience in this area;

• Proven proficiency (oral and written) in Portuguese (mandatory requirement);

• Immediate availability to work, full time or most of the time, in Cape Verde.

• The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, dated July 2016 and revised in November 2017 and August 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest published on the World Bank website, www.worldbank.org.

• An individual consultant will be selected in accordance with the method for selection of Individual Consultant (IC) set out in the World Bank’s “Procurement Regulations for IPF Borrowers”, dated November 2020.
