• The Government of Sierra Leone through the Ministry of Finance has received financing from the World Bank toward the cost of the Harmonizing and Improving Statistics in West Africa (HISWA) Project and intends to apply part of the proceeds toward payments under the contract for the Rehabilitation of Statistics Sierra Leone Headquarters.
• The Project Fiduciary Management Unit and the Harmonizing and Improving Statistics in West Africa (HISWA) Project now invites sealed Bids from eligible Bidders for the Rehabilitation of the Statistics Sierra Leone Headquarters.

• Bidding will be conducted through National Competitive Procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” July 2016 revised November 2017,August 2018 and November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
• Interested eligible Bidders may obtain further information from the Procurement Unit of the PFMU or the Project Coordinator -Harmonizing and Improving Statistics in West Africa Project (HISWA) on hiswa2020statssl@gmail.com or albert.bangura-will@statistics.sl to inspect the Bidding document during office hours of 0900 to 1700 hours from Monday to Friday no later than five (5) days prior to the deadline of submission of bids at the address given below.
• The Bidding document in English Language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee[1] of Five Thousand Leones (NLe5,000). The method of payment will be Cash payment to the following Bank Account Number at the Sierra Leone Commercial Bank, Siaka Stevens Street, Freetown. .

• All Bids must be accompanied by a Bid Security of in the amount of One Hundred and Thirty-Five Thousand United States Dollars ($135,000) or Three Million Sierra Leone Leones (SLL3,000,000). The Bid Security shall be in the form of an unconditional demand guarantee issued by a reputable bank in the format specified in Section IV (Bidding Forms).
• The Bidder shall seal the original and each copy of bid in separate envelopes, duly marking the envelopes as “ORIGINAL (1)” and “ COPY (3)”. The envelopes shall then be enclosed in an outer envelope and sealed.

All Bids must be accompanied by:

• A Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration,
• A copy of valid business registration certificate from relevant Registration Authority/body in the country of registration if applicable
• A copy of National Revenue Authority tax certificate or its equivalent in bidders’ home country for foreign bidders if applicable;
• A valid National Social Security Insurance Trust certificate or its equivalent in the bidders’ home country for foreign bidders,
• Evidence of Similar construction/ Rehabilitation works completed in the past 5 years.
• Audited Financial Statement of the Business for the last three years
• Joint Venture Agreement if any
• “Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.”
• Bids must be delivered to the address below on or before 11:00 am on Thursday 14th September2023. Electronic Bidding will not be permitted. Late Bids will be rejected.
