Assignment Title: Consultancy services for the design and supervision of construction of the ZNPHI building complex – Phase One

The Zambia National Public Health Institute (ZNPHI) through the Ministry of Health has received financing from the World Bank toward the cost of the Africa Centers for Disease Control Regional Investment Project and intends to apply part of the proceeds for consulting services.

The Consulting Services (“the Services”) include design and supervision of construction of a Building Complex on plot number Chong/Ln_73638/3, Waterfalls/Silverest area in Chongwe District which will constitute the ZNPHI and the SA-RCC offices, with an implementation (Design and Supervision) period of over twenty-four (24) months as follows:

(a) Office Block accommodating 300 - 350 staff members in closed and open offices with kitchenettes and ablution facilities on each floor and wing, boardrooms, and meeting rooms;

(b) National & Regional Public Health Emergency Operations Centres, Data Centre & Canteen

(c) Training Facilities - Lecture Rooms, Lecture Theatres, Conference Rooms, Dining hall and Gym;

(d) Lodging Facilities with 50 self-contained rooms; and

(e) Warehouses.

The ZNPHI now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, general qualifications and number of key staff etc). The shortlisting criteria are: proof of experience (minimum 10 years) in design and supervision in construction, as a firm in projects of similar nature, magnitude and/or complexity. Where a firm does not have such experience, a joint venture agreement with an experienced firm shall be required.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017 and August 2018 “Procurement Regulations”, setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Fixed Budget Selection (FBS) method set out in the Procurement Regulations.
