The Government of the Federated States of Micronesia (FSM) has received financing from the World Bank toward the cost of the Maritime Investment Project (P163922), the Prioritized Road Improvements and Management Enhancements Project (172225) and the Strategic Climate-Oriented Road Enhancements Project (P177073) and intends to apply part of the proceeds for consulting services.
The main objective of the consulting services (“the Services”) is to strengthen and augment the capacity of DoTC&I to implement ongoing World Bank projects, which include the FSM Maritime Investment Project (FSMIP), the Prioritized Road Investments and Management Project (PRIME), and the Strategic Climate-Oriented Road Enhancements Project (SCORE) (“Projects”). The support would be provided to the Project Managers in charge of implementing the three Projects. An overview of the three projects is provided below.
Maritime Investment Project
The Maritime Investment Project is seeking to upgrade the four commercial ports in the FSM to ensure compliance with international standards of safety and security. The Project also includes a technical assistance component to undertake an institutional and governance review of the maritime sector and to prepare port strategic plans for the commercial ports and to develop concept designs for a proposes transportation system in the Chuuk Lagoon. Implementation of the project is in progress. The needs assessment to determine the investment needs for the commercial ports has been completed and the selection of a consulting firm to prepare designs and bidding documents is not at the contract negotiation stage. The institutional and governance review has been completed and the preparation of the ports strategic plans are in progress.
PRIME and SCORE Projects
The road network is of critical importance to FSM’s economic development. It provides for the day-to-day well-being of its people by increasing their access to economic activities and social services. However, the road network faces a range of vulnerabilities to severe weather events and climate change, including: (i) coastal exposure to sea-level rise, storm surge, wave action during high tides and typhoons; (ii) inland flooding and landslips during extreme rainfall events; and (iii) accelerated pavement deterioration due to extreme weather and rising water tables in some locations
The PRIME and SCORE projects comprise a mix of capital investment and technical assistance to address the vulnerabilities of the primary and secondary road network and to improve the FSM’s capacity to effectively manage the sector. A number of urgent works have been identified and are now being designed while a Vulnerability Assessment and Climate Resilient Road Strategy is now at the draft final report stage. Other technical assistance studies and plans are at various stages of procurement.
DoTC&I is now seeking an Advisor to work with the Project team to accelerate the implementation of the three projects. The Department of Transportation, Communication, and Infrastructure (DoTCI) now invites eligible Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers July 2016, revised November 2017 and August 2018 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultancy Services (INDV) set out in the Procurement Regulations.
