Recruitment of Communications & Knowledge Management Specialist

  • The Government of Ghana has received financing from the International Development Association (IDA) of the World Bank (Bank) toward the implementation of the West Africa Food System Resilience Project (FSRP2). The Ministry of Food and Agriculture (MOFA) is the main implementing agency.
  • The Project Development Objective (PDO) is to increase food insecurity preparedness and improve the resilience of food systems in Ghana. The project has five components: (i) Digital Advisory Services for regional agriculture and food crisis prevention and management; (ii) Sustainability and adaptability of the productive base of the food system; (iii) Regional Market Integration and Trade; (iv) Contingent Emergency Response Component (CERC) and (v) Project Management.
  • The Ministry of Food and Agriculture (MoFA) through the West Food System Resilience Project (FSRP2) is looking for a suitable candidate for the position of Communication & Knowledge Management Specialist.
  • The Terms of Reference (TOR) for Communication & Knowledge Management Specialist is detailed below.

BACKGROUND

The Government of Ghana has received funding from the World Bank to implement the Food Systems Resilience Project (FSRP) across the major food baskets of Ghana. The Ministry of Food and Agriculture is the implementing Ministry.

The Development Objective of the Food Systems Resilience Project is to increase preparedness against food insecurity and improve the resilience of food systems in Ghana. This development objective will be achieved through improving farmers’ access to usable weather, climate and advisory services; improving access to local climate information services through digital information platforms; facilitating the co-production of services between private and public sectors; increasing farmers’ access to agricultural and nutrition-sensitive technologies developed by a consortium of NCoS[1], Consultative Group for International Agricultural Research (CGIAR) and other international research institutes; establishing spatial information system to design and plan climate resilience land management practices; promoting private sector involvement in regional agricultural trade; and supporting women farmers to access services to improve marketing along target commodity value chain.

The Food Systems Resilience Project is organized around five core distinct but interrelated components to help achieve the objectives of the project. The project components include:

Component 1: Improving digital advisory services to support timely agriculture and food crisis prevention and management - This component aims at strengthening national capacity to provide demand-driven digital advisory services. This will include agro-advisory and impact-based hydromet/climate information and early warning services, and promote their use for food crisis prevention, management, and response.

Component 2: Sustainability and adaptive capacity of Ghana’s food systems productive base - This component consolidates the regional agricultural innovation systems and strengthens regional food security through integrated landscape management. These include strengthening regional research and extension systems to deliver improved technological innovations including climate-smart, nutrition-sensitive, gender- and youth friendly technologies in a sustainable manner, as well as a combination of natural resource management with environmental and livelihood activities using the integrated landscape management approach.

Component 3: Enhancing regional food market integration and agricultural inputs and output trade - This component aims at expanding food trade in West Africa to enable the effective distribution of surplus produce to deficit regions. It will facilitate the production and commercialization of agricultural products, inputs, and technologies within and across national borders.

Under Component 3 the Project seeks to support the development of strategic and regional value chains i.e. (a) rice; (b) maize and (c) livestock (Poultry) with backward integration with the soya bean value chains.

Component 4: Contingency emergency response – This component aims at making available resources to strengthen the response capacity of the Government of Ghana in case of emergency. This involved making available funding to respond to eligible emergencies or crises, including pest and disease infestation such as the Fall Army Worm, locusts, swine fever, bird flu and other pandemics such as COVID-19; extreme droughts or floods; widespread and severe bush and wildland fires.

Component 5: Project Management - This component involves establishing an effective coordination, management, monitoring and evaluation system for the project.

OBJECTIVES OF THE ASSIGNMENT

The Communications and Knowledge Management Specialist will be part of the Project Implementation Unit (PIU) of the Food System Resilience Project (FSRP) and will be responsible for the effective implementation of the Project’s communication strategy and outreach plans. He/She will use strategic communications to establish the Project’s identity and presence on the Ghanaian agricultural landscape, highlight accomplishments from implementation and disseminate key learnings to sustainably drive and improve food security, and build the resilience of food systems in Ghana.

Reporting to the Project Coordinator, the Communications and Knowledge Management Specialist will ensure that the FSRP has a unified and accurate public image. In so doing, he or she will develop internal and external communications and presentations and set design standards and guidelines for communication materials. He or she will inter alia develop relations with the media, civil society, and other stakeholders, monitor the news regularly and establish a network of communications persons at all levels.

SCOPE OF SERVICES

The Communications and Knowledge Management Specialist will undertake the following tasks:

  • Lead the implementation of the communications strategy and outreach plans for FSRP.
  • Develop an implementation plan for the Communications Strategy and Outreach Plan, including activities in the Project’s Annual Work Plan. This should also include a social media plan, responsibility and crisis management plan, monitoring, evaluation, and reporting.
  • Undertake periodic review and revision of FSRP’s communications strategy and outreach plan, its objectives and audience segmentation.
  • Inform and educate relevant stakeholders about the FSRP.
  • Develop a series of materials – press kits, newsletters, information briefs etc. – aimed at explaining the Government’s policy on the project.
  • Establish a calendar of “Key dates” around which to build communications events”.
  • Answer reporters’ queries and facilitate their research on FSRP objectives, activities and outcomes.
  • Write and disseminate press releases on newsworthy events
  • Coordinate the different government communications efforts on the project.
  • Determine key project activities relevant for local media engagement and publicity.
  • Establish a network between the FSRP, Ministry of Food and Agriculture, Implementing Agencies, the World Bank and other stakeholders and audiences to facilitate the flow of information.
  • The Specialist shall be in charge of ensuring the production and dissemination of quality documents produced by FSRP (e.g. documents produced by Consultants that have to be edited by a professional editor and then turned into attractive publications)
  • Identify appropriate communication channels and information platforms including traditional and social media channels that can best be used to deliver key messages to target audiences and stakeholders
  • Develop a style to guide all communications on project issues to ensure consistent formats for publications and communication products

Performance Criteria

The consultant will be expected to deliver in very time-conscious manner outputs for the overall implementation of the FSRP communications component. These will include but are not limited to:

  • Produce a comprehensive communications program for the project, within the first 30 days of the commencement of this job.
  • Produce an implementation plan outlining proposed campaign methodologies and timelines within the first 45 days of the commencement of this job.
  • Lead and coordinate the implementation of the communications program and show tangible and measurable results by the end of the contract period.
  • Establish a system of effective and efficient internal communications to ensure that all internal stakeholders (e.g. PIU and Implementing Partners) are well-informed and updated about project implementation within the first 90 days
  • Produce relevant IEC materials including a Q&A brochure and a project brief document within the first 120 days of the commencement of this job.
  • Produce and disseminate bi-annual project newsletter
  • Establish a good feedback mechanism necessary for ongoing improvement of the communication strategy to ensure that messages developed for each target audience are tested within the first six months of the commencement of this job.
  • Prepare a set of monitoring indicators for a quarterly evaluation of the performance of the activities-based communication plan and the objectives set for the communications strategy.
  • Ensure timely and periodic updates of project content on FSRP, MoFA and World Bank websites.

QUALIFICATIONS AND EXPERIENCES REQUIRED

Successful applicants must have a strong knowledge of the communications processes. As the position involves dealing with a wide range of stakeholders and organizations, it is also important that the Communications and Knowledge Management Specialist has good knowledge of how government operates in Ghana or similar environments. The prospective candidate should have:

  • A minimum of a postgraduate degree in communications, social sciences, journalism or a related field.
  • At least 5 years post-qualification experience in public communications for development projects.
  • Experience in handling, managing or overseeing public communications under international donor-funded projects, including a working knowledge of the laws and ordinances governing public communications.
  • Strong managerial skills and proven record of achieving results.
  • Solid understanding of communication tools and mechanisms, as well as working knowledge of ICT as a powerful communication tool.
  • Ability to communicate effectively (orally and in writing), speak persuasively, express complex issues in simple terms and present ideas clearly and concisely.
  • Ability to establish and maintain effective working relationships with employees, other departments, vendors, and the public.
  • Proven ability to seize opportunities as they arise, work with a variety of stakeholders and promote their participation in the project implementation process.
  • Experience in conveying complex technical information to different audiences, packaging it accordingly and distilling essential messages.
  • Capacity to work under tight deadlines and to handle potentially controversial and/or very sensitive issues that require clarity, accuracy, and speedy responses.
  • A working knowledge of Ghana’s agriculture sector.
  • Excellent analytic and communication skills.
  • Must be conversant with the systems and implementation of projects funded by the World Bank or other development partners.
  • Ability to communicate effectively in French is an added advantage.
  • Ability to write articles and stories for publication is an added advantage.
