RemarksCRITICAL CRITERIA:
Tenderers shall note that the following are the critical criteria for this tender.
Tenderers who do not meet the following critical criteria will NOT be considered:
(a) registration with GeBIZ.
(b) had at least five (5) years" experiences in implementing (as turnkey project) Automatic Fare Collection System for transit.
(c) successfully completed the installation, testing & commissioning of ePayment system on at least 1,500 buses or vehicles deployed for revenue operation.
(d) successfully completed at least 1 cycle of Level 1 and Level 2 terminal certification for Mastercard and Visa.

OTHER CRITERIA:
Tenderers who are registered with the following EPPU and Financial Grade will preferably be considered for this Contract - EPPU Supply Head Expenditure Procurement Policies Unit (EPPU) EPU/CMP/10 (Computer Related Hardware, Software and Services) with Financial Grade at least S9 and above. Tenderers who are registered with the EPPU must declare their registration status by completing Appendix A of the Instructions to Tenderers.

SUBMISSIONS :
The 2-envelope bidding system in the Government Electronic-Business (GeBIZ) is adopted for this tender. It is mandatory for all tenderers to submit the (a) Tender Price, (b) Price Documents & (c) Technical Documents as electronic response through the GeBIZ portal. Please refer to Clause 4 of the Instructions to Tenderers.

EVALUATION :
The Quantitative Method will be used for evaluation of this tender. Please refer to Clause 3.1 of the Evaluation Criteria.

Tenderers are invited to attend a Tender Briefing on the 28 July 2023. Please refer to Site Briefing Information for the full details.
