Assignment Title: MONITORING AND EVALUATION OFFICER

The Government of Grenada received financing from the World Bank toward the cost of the Unleashing the Blue Economy of the Caribbean Project (UBEC) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include the expertise of an Monitoring and Evaluation Officer , in accordance with the Loan Agreement and World Bank Procurement Regulation for IPF Borrowers, to:

• Support the establishment of the Project during its initial stages specifically with respect to Monitoring & Evaluation matters, as well as supporting the recruitment of project staff, and the establishment of policies, procedures, manuals, and systems.

The Ministry of Infrastructure, Public Utilities, Civil Aviation and Transportation (MOIID) now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

• Degree in public or Business Administration, Project Management, or other relevant qualification
• Strong ethics, personal organizational skills, and ability to manage own workload
• Good writing skills with the ability to prepare accurate reports; fluency in English is essential
• Knowledge of Grenada country policies and legislation regulations related to ethical issues
• Knowledge and experience in stakeholder/citizen engagement , community outreach and consultation
• Strong leadership skills and ability to establish and maintain effective working relationships with employees, other departments, vendors and the public;
• Strong organizational and planning skills and solid problem-solving skills to deliver high quality results on time.

• Strong communication skills in oral and written English.
• Experience in a job requiring attention to detail and methodical record-keeping.
• Good knowledge and skills in standard office applications (spreadsheets, word processors etc.).
• This position is a contractual position an initial period of three years and is subject to a probationary period of three months. The contract may be extended subject to satisfactory performance

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November

2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant Selection (ICS) method set out in the Procurement Regulations.
