Assignment Title: SOCIAL SPECIALIST

The Government of Grenada received financing from the World Bank toward the cost of the Unleashing the Blue Economy of the Caribbean Project (UBEC) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include the expertise of an Social Specialist, in accordance with the Loan Agreement and World Bank Procurement Regulation for IPF Borrowers, to:

• Ensure that the social aspects of the project and for coordinating, implementing actions, monitoring and reporting on the projects’ compliance with the environmental and social standards and commitments

The Ministry of Infrastructure, Public Utilities, Civil Aviation and Transportation (MOIID) now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

• Bachelor degree in Social Science, International Development or equivalent field.
• Minimum of three (3) years’ with implementing, monitoring, and reporting social issues.
• Experience conducting community liaison and stakeholder engagement to increase community participation in projects and strategic planning.
• Demonstrates understanding of social issues of development project
• Knowledge of Grenada country policies and legislation regulations related to social issues
• Knowledge and experience in stakeholder/citizen engagement , community outreach and consultation
• Strong leadership skills and ability to establish and maintain effective working relationships with employees, other departments, vendors and the public;
• Strong organizational and planning skills and solid problem-solving skills to deliver high quality results on time.

• Strong communication skills in oral and written English.
• Experience in a job requiring attention to detail and methodical record-keeping.
• Good knowledge and skills in standard office applications (spreadsheets, word processors etc.).
• Experience working with international development partners is desirable.
• Recognized professional social qualifications are desirable.
• This position is a contractual position an initial period of three years and is subject to a probationary period of three months. The contract may be extended subject to satisfactory performance

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November

2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant Selection (ICS) method set out in the Procurement Regulations.
