This Request for Expressions of Interest follows the approval and publication of the Procurement Plan for this project that appeared on the World Bank External Website on May 12, 2023.
The Government of the Republic of South Sudan has received funding from the Bank (International Development Association - IDA) in the form of a Project Preparation Advance (PPA) for the
Proposed South Sudan – Transport Sector Development and Regional Integration Project (SS-TSDRIP) and intends to apply part of the proceeds for the payment for the consultancy services for the
preparation of the Resettlement Action Plan and Livelihood Restoration Plan (as needed), the Stakeholder Engagement Plan (SEP) and the Labor Management Procedures (LMP) for the
Juba-Torit-Kapoeta-Nadapal road.
The objective of the assignment is to engage the services of a consulting firm to carry out the social impact assessment to inform the preparation of the Resettlement Action
Plan and Livelihood Restoration Plan (as needed), the Stakeholder Engagement Plan and the Labor Management Procedures to support the mitigation of related social risks and impacts during the
project implementation, and thereby ensure that the project is socially sound and sustainable.
The Consulting services shall consider in an integrated manner, all relevant direct, indirect, and cumulative social risks and mitigate the adverse displacement impacts to be occasioned by
the project and to inform decision-making for the road upgrading project. Specifically, the consultant shall prepare the following in line with the national laws and policies and the
requirements of the World Bank Environmental and Social Framework (ESF):
Resettlement Action Plan (RAP) identifying the potential social risks and impacts include threats to human security and any prejudice or discrimination towards the sharing of
project benefits and resources, particularly in the case of disadvantaged or vulnerable persons; negative economic and social impacts relating to the involuntary land acquisition or
restrictions on land use; risk relating to both tangible and intangible cultural heritage; risks or impacts associated with land and natural resource tenure and use, risks of the project
impact that will fall and suggest mitigation measures;
Stakeholder Engagement Plan (SEP) identifies the key stakeholders including individuals, groups, or communities that are affected or likely to be affected by the project
(project-affected parties). Additionally, other interested parties including government authorities, development partners, local organizations, NGOs, private sector, and local communities, as
well as politicians, labour unions, academics, religious groups, national social and environmental public sector agencies, and the media shall be identified. The SEP shall summarize the
previous stakeholder engagement activities and develop a stakeholder engagement program detailing the purpose and timing of the stakeholder engagement program summarizing the key objectives
of the program and the envisaged schedule for the various stakeholder engagement activities, including at what stages throughout the project’s life they will take place, at what intervals,
how people will be made aware of planned consultations and the decision being undertaken on received comments and concerns on the project etc., and
Labor Management Procedures (LMP) provides an estimated total number of workers that will be employed in the project, as well as the types of workers to be engaged and key
labour risks which may be associated with the project should be identified and assessed based on the different activities that will be carried out in the project by the workers at the
different project sites including the workers" camp, site officers, borrow pits, quarry and crusher sites, These could include, hazardous work, such as working at heights or in confined
spaces, use of heavy machinery, or use of hazardous materials, incidents of child labour or forced labour, presence of migrants or seasonal workers, labour influx or gender-based violence,
accidents or emergencies.
The stated tasks will be carried out at the same time as the Consultancy Services for the Review and Updating of the Feasibility Study, Engineering Design, Cost Estimates and Tender documents
for the Juba-Torit-Kapoeta-Nadapal road, as close collaboration will be required between the two Consultants; to explore and analyze the possible project alternatives and to ensure that
accurate information on the design elements is obtained by the Social Development Consultant, and to integrate the potential social risk management issues with that of the project design works.
5. The Ministry of Roads and Bridges now invites eligible Social Consulting firms (Consultants) to indicate their interest in providing the Services. Interested Consultants should provide
information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as follows:
General experience in services in monitoring and reporting on the implementation of Environmental and Social Management and Monitoring Plans (ESMMPs) for construction-related projects.
Specific experience in successfully conducting at least two (2) assignments of similar nature and scope undertaken in World Bank /Donor-financed infrastructure projects in the last five
years in the areas of Safeguard planning, implementation, monitoring and reporting, Forest Restoration implementation, Monitoring and Supervision, Resettlement Action Plan (RAP), Livelihood
Restoration Plans (LRP), Stakeholder Engagement Plans (SEP) and Labor Management Procedures (LMP) for Road Projects, Monitoring and Supervision of the project Dispute and Grievance Resolution
mechanism and Monitoring of Gender-Based Violence and Violence Against Children (GBV and VAC). NB: The experience in these areas may be obtained from the same assignment or
different assignments but all areas must be covered.
Documented evidence (list of contracts including description, value, year of commencement, year of completion, client and contact person for reference) accompanied with an acceptance letter
that demonstrates Consultant experience and successful projects undertaken, demonstrating sound understanding, knowledge and experience of the assignment.
The technical and managerial organization of the firm. (Provide only the structure of the organization, general qualifications and several key staff. Do not provide a CV of staff, and
Experience of at least two assignments in sub-Saharan Africa.
6. Duration: The consultant shall be in charge of all matters as detailed in the Terms of Reference (TOR), and the services are expected to be carried out tentatively for
three (3) months.
7. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. The nature of the association, whether it is a joint venture
or a sub-consultancy, should clearly be stated. In the case of a joint venture the firm leading the joint venture should be mentioned.
8. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016; and revised
November 2017, July 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
9. A Consultant will be selected in accordance with the procedures set out in the World Bank’s Procurement Regulations for IPF Borrowers, July 2016; and revised November 2017, July 2018 and
November 2020: Section VII. Approved Selection Methods: Consulting Services - Consultants’ Qualifications (CQS).
