The Government of South Sudan (GoSS) has received financing from the World Bank towards the cost of the implementation of SNSOP. The SNSOP is a World Bank (WB) funded project which will be implemented by the Ministry of Agriculture and Food Security (MAFS) and the Ministry of Gender, Child, and Social Welfare (MGCSW). The MAFS will be the lead implementing agency responsible for overall implementation, fiduciary, Environment and Social Framework (ESF) compliance for the project through the established Project Coordination Unit (PCU). The MAFS has strong previous experience in implementing several WB funded projects including the Safety Net and Skills Development Project (SNSDP) with day-to-day oversight and management. MGCSW will fully implement activities under Component 3 and will actively participate in the implementation, monitoring, and supervision. Part of the PCU will be established at the MGCSW which will allow the ministry to build their capacity for future project implementation. The PCUs in MAFS and MGCSW will work closely in the project implementation, monitoring and evaluation. Based on, MAFS and MGCSWS intends to apply part of the proceeds for the payment for the services of the Gender Specialist.
The main objective of this assignment is to lead gender mainstreaming efforts and to ensure gender sensitivity in all aspects and activities of the project which include but not limited to strengthening GBV prevention, mitigation, and responses as well as to address broader gender issues; and to lead the knowledge generation for effective implementation of the project’s gender strategy and action plan.
Responsibilities: The Gender Specialist shall provide technical support to the Ministry and other relevant social safeguards Officer attached to the project to address gender inclusion and social risks of GBV including sexual abuse and exploitation (SEA) arising out of the execution of SNSOP, offer technical support to enable the Project to develop and implement clear GBV risks mitigation measures. He/she shall provide technical guidance to ensure compliance and adhering to the general procedures and guidelines of the World Bank (WB) to ensure quality output of project interventions and all other tasks detailed in the Terms of Reference (TOR) that will be provided upon submission of application (in person or by E-mail).
Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; and (ii) their employment will not create Conflict of interest.
Duration: The assignment will be for a period of twenty-four (24) months with a possibility of extension subject to satisfactory performance.
Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualification, experience and skills should include: Master’s degree with specialization in areas such as social work, public health, gender, law/human rights, international relations, law and/or other related social science disciplines; At least 5 years of proven specialized experience in gender and GBV analysis, sensitization and programing, including experience successfully designing or implementing gender mainstreaming and sensitivity strategies in projects; Proven experience on mainstreaming gender issues in capacity building and system strengthening processes; At least 3 years of experience working on GBV prevention, mitigation and response as well as developing and/or overseeing grievance redress mechanisms; Expertise in international standards and best practices in the field of gender and GBV, including a deep understanding of the survivor-centered approach; Proven track record of working with vulnerable populations in fragility, conflict, and violence-affected areas is required. Proficient in the usage of computers and office software packages.
The MGCSW now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide information indicating that they are qualified to perform the Services.
The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018 and November 2020 [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest.
A consultant will be selected in accordance with the procedures set out in the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018, and November 2020 for selection of individual consultant.
