The Government of Ghana has received credit from the International Development Association (IDA) towards the cost of implementing the First Africa Higher Education Centres of Excellence for Development Impact Project (ACE Impact Project). The main objective is to improve the quality, quantity, and development impact of postgraduate education in selected universities through regional specialization and collaboration. It is part of the World Bank’s Africa Regional Integration and Cooperation Strategy. It is also well aligned with the pillars of “Renewing Social Contract” and “Regional Cooperation” for the Africa Region by strengthening skills that match market demands; building greater citizen trust, inclusive and accountable service delivery; promoting a regional education initiative.
The National Council for Tertiary Education, now, Ghana Tertiary Education Commission (GTEC), is the National Facilitation Unit (NFU) of the Project. The NFU facilitates the implementation of the project at the various Centres of excellence in the various universities across the country.
The Ghana Tertiary Education Commission (GTEC), as one of the implementing institutions intends to apply a portion of the proceeds for training services.
The Services include the provision of local Workshops on the subject “ACE Concept Sustainability Through Market Access and Industry Collaboration.”
The project ends in December 2023 and the main concerns of the project are the following two (2) related and intertwined challenges :
The intended Workshop is therefore aimed at exploring further these challenges and finding practical ways to deal with them including providing a ROAD MAP or PLAN towards their implementation. The workshop engagement is expected to take the form of analysis, discussions, brain storming, case studies, experience sharing and eventually strategy formulation and planning.
The engagement will also be tailored to the four main sector focus of the ACE Centres, namely :
The successful firm will be expected to undertake the following:
4.0 Duration
The actual delivery of the training/workshop is expected to take five (5) days in total, each day for a segment to be scheduled as follows:
Day 1: Overall Context and Strategic Analysis
Day 2: Agriculture & Irrigation Sector Focus
Day 3: Water & Sanitation Sector Focus
Day 4: Health Sector Focus
Day 5: Energy Sector Focus
5.0. Criteria for Selection
The Ghana Tertiary Education Commission (GTEC) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November,2017 and August 2018, setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the SELECTION BASED ON CONSULTANTS’ QUALIFICATIONS (CQS) method set out in the Procurement Regulations and Public Procurement Act, 2003 (Act 663) as amended.

Expressions of interest which must bear the title Training / Workshop for ACE CONCEPT SUSTAINABILITY THROUGH MARKET ACCESS AND INDUSTRY COLLABORATION” and must be delivered in a written form to the address below (in person, or by e-mail) by 5:00 pm GMT on Monday, 5th June, 2023. Number of copies shall be five (5), one (1) Original and four (4) copies.
