Assignment: Conducting an information campaign, social mobilization, and diagnostics to build value chains and create productive partnerships in the Batken region and their further development.

Contract No: ARIS-IDA-RED2-CS-QCBS-2022-5

The Government of the Kyrgyz Republic has received financial support from the International Development Association (IDA) for the implementation of the Second Regional Economic Development Project (REDP-2) and is intending to use part of the funds for consulting services.

Main tasks:

The purpose of this assignment is to promote to build viable business models (productive partnerships) and the development of effective interconnection and trust between participants in value chains. As part of this assignment, the Consultant (Consulting company) will carry out work on informing and social mobilization, revealing the main problems of production and promotion of market products, drawing up a detailed Plan for further development according to the problems revealed, and assist project beneficiaries in creating productive partnerships, monitoring their activities, including the establishment of new export contacts.

Productive Partnerships will be selected by the project according to the eligibility criteria.

  • the availability of a stable market or constant (or growing) demand for agricultural products that are produced by farmers in partnership;
  • the potential to create new jobs and attract many small farms;
  • existing sustainable comparative advantage of the produced agricultural product, confirming the competitiveness of the value chain;
  • the intention of the VC participants to conclude a Productive Partnership Agreement.

Period of the assignment: The assignment will begin in the fall of 2023 and finish at the end of 2025. Upon necessity and satisfactory performance of the assignment, the contract can be extended for another 12 months.

The Community Development and Investment Agency of the Kyrgyz Republic (ARIS) invites eligible consulting companies (“Consultants”) to declare their interest in providing the Services. Interested Consultants must provide information showing that they have the qualifications and relevant experience to perform the Services.

To be shortlisted, a consulting company must meet the following qualification requirements:

  • General experience in conducting an information campaign, social mobilization, and building value chains for at least 3 years.
  • Successful experience in performing at least 3 similar tasks/projects implemented in the last 3 years.
  • Experience in working with projects funded by international donor organizations - at least 3 projects;

Interested Consultants should refer to paragraphs 3.14, 3.16, and 3.17 of Section III of the July 2016 IPF Borrower Procurement Regulations (the "Procurement Regulations") of the World Bank, which set out the World Bank"s conflict of interest policy. In addition, please refer to the following specific conflict of interest information related to this assignment:

Consultants shall not be engaged to perform any assignment that conflicts with their previous or current obligations to other clients or that may place them in a position where they cannot perform the assignment in the best interests of the Borrower. Without limiting the generality of the foregoing, Consultants may not be hired under the circumstances set forth below:

  • a firm engaged by the Borrower to provide goods, works, or non-consulting services for the project (or an affiliate that directly or indirectly controls, is controlled by, or is under common control with that firm) shall be disqualified from providing Consulting Services resulting from these goods, works or non-consulting services, or directly related to them. This provision does not apply to different firms (consultants, contractors, or suppliers) who together perform the obligations of the contractor under a turnkey or design and construction contract;
  • a firm engaged by the Borrower to provide consulting services for the preparation or implementation of a project (or an affiliate that directly or indirectly controls, is controlled by, or is under common control with that consulting firm) shall be disqualified from subsequently providing goods, works, or non-consulting services that are the result of or directly related to these consulting services. This provision does not apply to different firms (consultants, contractors, or suppliers) who together perform the obligations of the contractor under a turnkey or design and construction contract;
  • neither a Consultant (including staff and sub-consultants) nor an affiliate (who directly or indirectly controls, is controlled by, or is under common control with that Consultant) shall be engaged in any assignment that by its nature creates a conflict of interest with another assignment Consultant;
  • Consultants (including their experts and other personnel, as well as sub-consultants) who have a close business or family relationship with the professional personnel of the Borrower, or the project implementing agency, or the recipient of a portion of the Bank"s financing, or any other party representing or acting on behalf of Borrower that is directly or indirectly involved in any part of:
  • Preparation of Terms of Reference for the assignment;
  • Contract selection process; or
  • Oversight of the contract cannot be awarded by the contract if the conflict arising from these relationships has not been resolved in a manner acceptable to the Bank throughout the process of selecting and executing the contract.

Consultants may partner with other firms to enhance their qualifications but must make it clear whether the association is a joint venture and/or sub-consultant. If a joint venture is selected, all partners in the joint venture are jointly and severally liable for the entire contract.

The Consultant will be selected in accordance with the QCBS (Quality Cost Based Selection) method set out in the Procurement Regulations.
