Assignment Title: Consulting Services for Detailed Design and Construction Supervision of an Auxiliary Spillway and a New Water Intake at Corumana Dam

Reference No. 358352-CS-QCBS

• The Government of Republic of Mozambique (GoM) has received financing from the World Bank (WB) towards the cost of implementation of Regional Climate Resilience Program (RCRP) and intends to apply the part of the proceeds for Consulting service for the Detailed Design, and Construction Supervision of on Auxiliary Spillway and a New Water Intake at Corumana Dam.

• The consulting services include to assist Project Coordination Unit (PCU) for:

• Detailed Survey, Investigation and Engineering Design of Auxiliary Spillway and New Water Intake at Corumana Dam, covering fuse lugs/gates, (replacing P-K weir as foreseen in previous project,
• Detailed Studies on other dam safety related works including but not limited to the extension of existing drainage system at dam toe,
• Preparation of Procurement Documents, including Prequalification, and Request for Bid, including Contract Document as per the World Bank Procurement Regulation, (all civil and mechanical works covering gates, etc)
• Review and updating of dam safety plans following WB’s requirement, and
• Construction Supervision of Civil works including Auxiliary Spillway, Gates, and etc.

• The National Directorate of Water Resources Management (DNGRH) now invites interested eligible Engineering consulting firms to express their interest in providing above mentioned consulting services.

• Interested Consulting Firms should provide information, indicating that they have the required qualification and relevant experience to perform the services. The information to be provided shall include company profile with financial information, description of successful accomplishment of similar assignment with equivalent size and complexity

• The eligibility and selection criteria for the shortlist will be based on:
• General experience of the firm: Preferably 10 years’ experience in civil engineering projects,
• Specific experience of the firm: successful accomplishment of:
• A Consulting firm with at least 10 years consolidated experience in dams and related works including design and construction supervision, surveillance and safety assessment of dams and hydraulic structures, hydromechanical equipment, and electrical and control system;
• Consultancy in the last 10 years for a total accumulated value of US$10 million dealing with:
• hydrological and hydraulics related infrastructures (design, construction and supervision). ; and
• knowledge and experience of Mozambican rural development.

Key Experts will not be evaluated at the shortlisting stage

• The attention of the interested Firms is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank Procurement Regulation for IPF (fourth edition November 2020- Procurement Regulation setting forth the World Bank’s Policy on Conflict of interest. The Mozambican legislations on contracting services and public works, supply of goods and services shall also apply in procurement of this consulting services.
• The consulting firms may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the. Firm of a joint venture and or a sub-consulting. In case of joint venture, all the joint venture partners shall be jointly and severally liable for the entire contract if selected.
• A consulting firm will be selected in accordance with the Quality and Cost Based Selection (QCBS) Method set out in the Procurement Regulations.
• Interested consultants may obtain further information at the address below, during normal business hours, from 7:30 am to 3:30 pm Mozambique time.
• Expressions of interest shall be submitted in the English language in one (1) original and two (2) copies by 10.00 AM on June 2 2023, consisting of the followings:

• Company Profile
• Information regarding experience in performing similar services
