The Government of South Sudan (GoSS) has received financing from the World Bank towards the cost of the implementation of SNSOP. The SNSOP is a World Bank (WB) funded project which will be implemented by the Ministry of Agriculture and Food Security (MAFS) and the Ministry of Gender, Child and Social Welfare (MGCSW). The MAFS will be the lead implementing agency responsible for overall implementation, fiduciary, Environment and Social Framework (ESF) compliance for the project through the established Project Coordination Unit (PCU). The MAFS has strong previous experience in implementing several WB funded projects including the Safety Net and Skills Development Project (SNSDP) with day-to-day oversight and management. MGCSW will fully implement activities under Component 3 and will actively participate in the implementation, monitoring, and supervision. Part of the PCU will be established at the MGCSW which will allow the ministry build their capacity for future project implementation. The PCUs in MAFS and MGCSW will work closely in the project implementation, monitoring and evaluation. Based on aforementioned, MAFS and MGCSWS intends to apply part of the proceeds for the payment for the services of the Deputy Project Manager.
The main objective of this assignment is to manage the implementation of Component 3 activities and to support the SNSOP Project Manager in the implementation and management of all the project activities under the SNSOP, including reporting to all the stakeholders on the performance as regards the project activities and financial progress of the SNSOP project. The Deputy Project Manager will also be responsible for monitoring of the performance of the MGCSW PIU team, quality and risk management, fiduciary management, and environmental and social safeguards.
Responsibilities: The Deputy Project manager will support the effective and efficient overall management and implementation of SNSOP activities, MGCSW seeks to engage the services of a Deputy Project Manager at the MGCSW PCU to support the SNSOP project implementation. He/she will be required to work closely with the fiduciary team, communication and safeguards at both Ministries to support and manage the project activities. He/she provide technical guidance to ensure compliance and adhering to the general procedures and guidelines of the World Bank (WB) in order to ensure quality output of program interventions and all other tasks detailed in the Terms of Reference (TOR) that will be provided upon submission of application (in person or by E-mail).
Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; and (ii) their employment will not create Conflict of interest.
Duration: The assignment will be for a period of twenty-four (24) months with a possibility of extension subject to satisfactory performance.
Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualification, experience and skills should include: A Master’s Degree in Project Planning and Management, Business/Public Administration, International Relations, Political/Development Studies, Infrastructural management or civil engineering and other relevant field from recognized University/Institution, At least seven (7) years of relevant professional experience, five (5) of which must be project implementation, coordination and management position(s) related to social protection, livelihoods or related projects; Specific experience in managing or coordinating the implementation of social protection, livelihoods, or related sectors financed by Multilateral/ Development Financial Institutions such as the World Bank, UN or equivalent will be an added advantage; Specific experience in social protection projects is desirable; Experience in post- conflict or conflict situations is desirable; Experience in data collection and analysis and management expertise using MS Excel, MS project and other project management related software and relational databases.
The MAFS now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide information indicating that they are qualified to perform the Services.
The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018 and November 2020 [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest.
A consultant will be selected in accordance with the procedures set out in the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018 and November 2020 for selection of individual consultant.
