Assignment Title: Development Program for Fire and Rescue Service of the Ministry of Emergency Situations of the Kyrgyz Republic

The Kyrgyz Republic has received funding from the World Bank for the implementation of the project "Enhancing Resilience in Kyrgyzstan” and "Enhancing Resilience in Kyrgyzstan - Additional financing" and intends to use part of these funds for consulting services. Thus, within the framework of the project "Enhancing Resilience in Kyrgyzstan" (ERIK), financed by the World Bank, a number of measures to strengthen the Fire and Rescue Services of the MoES KR (FRS) were implemented: Rescue, firefighting and diving equipment was procured and delivered; and they are already taken into operation and the Fire and Rescue Service (FRS) fleet was renewed with 58 units of 6-tons tank fire trucks.
The measures taken allow to solve the issues of efficiency and to reduce the time of response to fires throughout the territory of Kyrgyzstan partially.
However, it should be noted that all settlements are not covered by fire protection at a proper level. Fire and rescue units are usually located at district centers, from which some settlements of districts are at considerable distances that does not allow timely arrival, exceeding the required norms, to the place of fire or emergency situations in accordance with the regulations and requirements. The Government of the Kyrgyz Republic is concerned that fires and their consequences have an increasing negative economic and social impact.
The objective of this assignment is to develop a long-term program for the development of the FRS of MoES KR for the strategic, operational and tactical levels of management with proper and clear administrative process and procedures. The program will cover policies, short, medium- and long-term actions, institutional requirements and investment needs for the effective functioning of the newly established FRS of MoES KR.
The start of the assignment is scheduled on June 2023. The expected duration of the assignment is approximately 8 months after the contract is signed with the selected Consultant. The estimated amount of assignment including direct and indirect taxes shall not exceed 50 000 USD.

The project "Enhancing Resilience in Kyrgyzstan AF" invites eligible consulting companies (Consultants) to express their interest in providing services: Development Program for Fire and Rescue Service of the Ministry of Emergency Situations of the Kyrgyz Republic. Interested companies must provide information confirming their qualifications and relevant experience in providing services. The selected consultant must meet the following minimal qualification requirements (expression of interest stage):
After evaluating the received expressions of interest from consulting companies, only the most qualified company (with the highest score) will be invited to submit technical and financial proposals/
Key people will not be assessed at the expression of interest stage.
Consultants should pay attention to paragraphs 3.14, 3.16, and 3.17 of Section III of the World Bank"s Procurement Regulations for IPF Borrowers issued in July 2016, revised in November 2017 and 2018 (Procurement Regulations), which set out the World Bank"s policy on conflict of interest.
Consultants may associate with other companies to expand their qualifications, but must clearly state that the association is in the form of a joint venture and/or sub-consultants. In the case of a joint venture, all partners in the joint venture must be collectively or individually responsible for the implementation of the assignment. However, the experience of sub-consultants will not be considered for shortlisting.
