The University of Rwanda (UR) received financing from the African Development Fund hereinafter called the Bank towards the cost of establishing the Regional Centre of Excellence in Biomedical Engineering and E-Health (CEBE) Project which intends to apply part of the proceeds towards the payments of the contract for the supply, installation and training of three dimension (3D) printer for CEBE Building (Three dimension (3D) printer for metal). For this contract, the Borrower shall process the payments using the direct payment disbursement method, as defined in the Bank’s Disbursement Guidelines and procedures for Investment Project Financing, except for those payments, which the contract provides to be made through a letter of credit.
