Assignment Title: Consultancy Services for Design Review, Preparation of Bidding Documents and Construction Supervision Services Services for Transportation Infrastructure Projects .

ILBANK (hereinafter called “Borrower”) has received financing from the International Bank for Reconstruction and Development (IBRD) (the “Bank”) in the form of, a loan (hereinafter called “Loan”) toward the cost of Sustainable Cities Project 2 – Additional Finance (SCP2-AF), and intends to allocate a part of the Loan to Konya Metropolitan Municipality (hereinafter called Client) through Sub-Loan. The Client intends to apply a portion of the proceeds of this Sub-Loan to eligible payments for consulting services.

Consultancy Services will include the design review of existing designs and preparation of final designs, preparation of tender package and bidding documents, providing technical support to prepare bid evaluation reports, and performing construction supervision (hereinafter called “Services”) for Konya Construction of Tram Line Construction for Bar Caddesi-Street (LINE-III), Tram Line Extension between City Court and City Hospital (Adliye – ehir Hastanesi)”, “Construction of Traffic Control Center”, “Design, Supply and Installation of Traffic Management systems”

The estimated duration of services is 45 (fourty-five) calendar months including 7 (seven) months Pre-construction phase, 12 months Defects Liability Period of the construction works which is 26 (twenty-six) months for Construction of Tram Line Construction for Bar Caddesi-Street (LINE-III), Tram Line Extension between City Court and City Hospital (Adliye – ehir Hastanesi) and 12 (twelve) months for Construction of Traffic Control Center. Work packages are expected to be implemented parallel.

• The Pre-Construction phase which has 7 (seven) calendar months will cover the following services.
• 1. Engineering design review and update.
• 2. Preparation of bidding documents for tramline, civil works and goods (Tram line, Traffic Control Center and Goods); and
• 3. Technical assistance and support during the bidding procedure.

All activities from (1) to (3) shall be performed and paid in lump-sum basis.

• The During & After Construction phase has the following activities.
• 1. Support to KMM during supervision of construction works and after successful completion construction phase, Consultant will assist KMM through the temporary acceptance which are planned for the following 26 (Twenty-six) calendar months,
• 2. Consultant will continue its services aiming to support the KMM during the defects liability period (DLP) which will cover the following 12 months that will eventually end-up with the final acceptance of the construction, supply, and installation works.

All activities from (1) to (2) shall be performed and paid in Time Based basis. The total period of time-based services will be 26+12= 38 calendar months.

The Client invites eligible consulting firms (“Consultants”) to indicate their interest in providing the above-mentioned Services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The following information is required to be provided by interested consulting firms. In case of a Joint Venture all members should provide the information individually:

• Company information: name, status, address, telephone number, facsimile number, year of establishment, contact person for the project,
• Details of experience in similar assignments undertaken within last ten years, including the value of consulting services and value of works, the scope of works, location, number of staff involved in the contract, name of the Client, name of partners for contract execution and share of services, source of financing, type of services provided, contract commencement and completion dates, a brief description of the contract.

The shortlisting criteria are:

General experience:

• At least 10 years’ of general experience of as core business in Consultancy Services prior to the deadline for submission of applications prior to deadline for submission of interests;
• Experience in successful completion of projects financed by international financing institutions; preferably under the World Bank finance, within last 10 years prior to deadline for submission of interests

Specific Experience:

• Experience in the design and construction supervision services of projects financed by international financing institutions in the last 10 years.
• Experience in design/design review, preparation of bidding documents and construction supervision services for the construction of urban transport projects and super structure projects that are similar to the required services defined above in terms of their size and complexity within the last 10 years;
• Experience in the region (Turkey) and knowledge of local standards and regulations.

Administrative and Human Resources Capacity:

• The Consultants should demonstrate availability of and/or access to the key experts for the performance of the services described in the TOR
• The Consultants should demonstrate sound administrative and financial capacity

A consultant will be selected in accordance with Quality and Cost Based Selection method as set out in the World Bank"s Procurement Regulations for IPF Borrowers: Procurement in Investment Project Financing (Goods, Works, Non-Consulting and Consulting Services) (July 2016, Revised November 2017 and August 2018).

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. In case of a Joint Venture (JV), all members of the JV shall be evaluated jointly for the purpose of short listing and shall be jointly and severally liable for the assignment and shall sign the contract jointly in case of award is made to that JV group. Interested Consultants should clearly indicate the composition of their "association", role of lead partner, each partner and nominated sub-consultants (if any) in their application. Unclear expression of interests in terms of "in association with" and/or "in affiliation with" etc. without indicating the status of the partnership and designation of the lead partner may not be considered for short listing. The full commercial names of all Consultants and their country of registration should be specified in the expression of interest.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14- 3.17 of the World Bank Procurement Regulations for IPF Borrowers: setting forth the World Bank"s policy on conflict of interest.

Expressions of interest to be clearly marked “ Consultancy Services for Design Review, Preparation of Bidding Documents and Construction Supervision Services Services for Transportation Infrastructure Projects”. Expressions of interest (EOI) must be delivered in a written form (one hard copy and digital copy) to the address below by 12/05/2023 until 17:00 hours Türkiye time. Expressions of interest may be delivered by hand or by post or by courier by the deadline specified above. The Client reserves the right to reject the applications received after the above-referenced date.
