GENERAL PROCUREMENT NOTICE

The Government of Tajikistan implements the Tajikistan Resilient Landscape Restoration Project (TRLRP) project, financed by the World Bank Group (WBG).
The RESILAND CA+ is an umbrella program that will include national projects in Kazakhstan, the Kyrgyz Republic, Tajikistan, and Uzbekistan to help these Central Asian countries restore landscapes through investments and technical knowledge and expertise. In addition to supporting national projects, it will also enhance regional dialogue and collaboration on landscape management region wide. Supporting communities, youth, and women along border areas to build a vibrant economy based on forest and natural resources, RESILAND CA+ also aims to contribute to increased climate resilience of people, ecosystems, and infrastructure.
The Project Development Objective of the TRLRP is to increase area under sustainable landscape management in selected locations in Tajikistan and promote collaboration by Central Asia countries on transboundary landscape restoration. To implement the planned activities, the project intends to use part of the proceeds to pay for goods, works, related services and consulting services to be procured under this project.
The project will be implemented by the Project Implementation Team (PIT) under the Center for Implementation of Investment Projects within the Committee of Environmental Protection (CIIP CEP).
The project will include the following components:
This component will finance consulting services, goods, and equipment to support the strengthening of national institutional policies and legal frameworks, developing of knowledge and skills of government, communities, and other stakeholders for landscape management, and improving the capacities of government partners to operate effectively. Under this component, financing will be provided for activities to support regional collaboration efforts in order to contribute to landscape restoration that benefits both Tajikistan and the wider Central Asia region with which the country shares and contributes critical resources and infrastructure. The following international procurement is planned under this component: 1) Procurement of Goods & equipment for the Forestry Agency and State Forestry Enterprises (8) – machinery, vehicles, field equipment and materials; 2) Goods & equipment for the Pasture and Reclamation Trust (PRT) and its regional departments (Sughd) - machinery, vehicles, field equipment and materials.
Overall, this component will finance works, consulting services, non-consulting services, goods, and grants. Both government institutions and communities will implement a range of landscape restoration investments. To support the selection of investments, assistance will be provided for landscape restoration planning. All planning will encourage women’s leadership, will follow citizen engagement mechanisms, and will be based on good practice principles for a landscape approach when reconciling different and often competing land uses. The following international/national procurement is planned under this component: 1) Conduction of a National Forest Inventory, 2)Strategic contract for regional collaboration and coordination with CAREC, 3)Technical assistance for the preparation of Forest Management Plans for SFEs in project sites, 4) Contract to support community mobilization work for JFM, 5) Contract to support community mobilization work and CIG formation in project sites, 6) Goods and equipment for the implementation of the National Forestry Inventory (laptops, tablets, field supplies, etc.), 7) Goods and equipment for up to 64 PUUs (office equipment and materials, office furniture, IT equipment, etc.
This component will finance operating costs, i.e. reasonable costs for goods and services needed for effective administration and supervision of the project by CEP IT. This includes project coordination, reporting, M&E, procurement and financial management, a professional audit of project costs, operating expenses, and the purchase of necessary equipment. The following international procurement is planned under this component: 1) Recruitment of International M&E Consultant.
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the Procurement Regulations for IPF Borrowers (July 2016, revised November 2017 and August 2018), (Fourth Edition November 2020) (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.
Specific procurement notices for contracts subject to open international competitive procurement: will be announced, as they become available, in UN Development Business online, on the World Bank’s external website and in local newspaper: “Jumhuriyat”, UNTJ.ORG and Committee web-site: www.tajnature.tj.
