The Ministry of Public Works and Transport (MPWT); Ministry of Agriculture and Forestry (MAF); Ministry of Industry and Commerce (MOIC); Ministry of Public Security (MOPS); Ministry of Planning and Investment (MPI), Ministry of Health (MOH) and Ministry of Finance (MOF) of Lao PDR have received financing support from the World Bank’s (WB) International Development Association (IDA) to implement the Southeast Asia Regional Economic Corridor and Connectivity (SEARECC) with a project duration of six (6) years starting from 4th quarter of year 2022. SEARECC consists of five (5) components as follows: (1) Lao PDR and Regional Connectivity Enhancement, (2) Logistics Services Development and Vorder-Crossing Management, (3) Strengthening Institutional Capacity and Regulatory Framework in Agriculture, Transport, and Investment Planning, (4) Project Management and (5) Contingency Emergency Response.
On 2 November 2022, the Lao PDR Government approved the National Road Safety Strategy and Action Plan. The implementation of the Road Safety Action Plan will require collaboration between different stakeholders including local authorities such as the National Road Safety Committee (NRSC), Provincial Road Safety Committee (PRSC) and District Road Safety Committee (DRSC) and international organizations and consultants.
The Department of Planning and Finance (DPF) of the MPWT intends to engage a part-time International Senior Road Safety Consultant to: (a) support the Department of Transport (DOT) team in undertaking road safety audits of 285 kms on local roads and implementing road safety recommendations under the SEARECC, Infrastructure Investment; (b) support DOT and NRSC in the implementation of the Road Safety Strategy and Action Plan; (c) conduct trainings and workshops to build capacity and share road safety best practices and recommendations to key stakeholders (such as DOT, DOR and DPWT in MPWT, Traffic Police and other agencies); and (d) work closely with other International Organizations and consultant’s and represent MPWT at meetings as required. As part of this activity, the consultant is expected to work together with the DOT team to deliver capacity building in Road Safety Engineering tools, starting from the safe management of road infrastructure, and going through technical workshops on engineering measures for safer roads. A series of key instruments will be developed or updated, and a series of capacity building activities will be provided through workshops, trainings and seminars.
This shall be a part-time assignment with estimated time input 200 person-days to be worked within 4-year consultancy service period. The assignment is planned to start in the last quarter of 2023. The SEARECC Project now invites eligible individual consultants to indicate their interest in providing the Services. Interested Consultant should provide information (CV, Expression of Interest, other supporting information, if any) demonstrating that s/he has the required qualifications and relevant experience to perform the Services. In order to qualify for this position, the candidates shall meet the following experience and competence requirements:
• Master’s degree, in road and transport sector, infrastructure engineering or an allied discipline, that is relevant to the assignment; professional membership related to roads/ transport
sector is an advantage.
• At least 15 years of relevant international work experience in road safety and road safety engineering including extensive experience in road safety management, road safety audits, the
identification and treatment of blackspots, safety at road works, and in offering road safety management advice to senior officers.
• At least one similar assignment conducted with past 5 years; such experience with projects financed by Governments in developing countries or by IFIs is an advantage.
• Extensive experience preparing and leading road safety training workshops.
• Experience in presenting road safety campaigns and public awareness sessions.
• Excellent language skills, and able to communicate in English languages, both written and spoken.
• Experience working with national highway agencies in SEA Region is an advantage.
The attention of interested consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” 4th edition of November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Competitive Selection of Individual Consultants method set out in the Procurement Regulations.
