Contract Title: Balance Rehabilitation Works for Iber Lepenc Canal

Reference No: WSCP–W-ICB–1_Balance Works

The Government of Kosovo has received financing from the World Bank toward the cost of the Water Security and Canal Protection Project, and intends to apply part of the proceeds toward payments under the contract for Rehabilitation Works for Iber Lepenc Canal.

The Iber Lepenc Company (ILC) now invites sealed bids from eligible bidders for the Rehabilitation of Iber Lepenc Canal, including inter alia the following key works:.

• Earthworks and Clearing
• Canal Rehabilitation
• Water Bypassing
• Buffer Reservoir
• Concrete Works and Utilities
• Service Roads

The goal is to repair and rehabilitate the open parts of the Canal to reduce the water losses due to deterioration over the last 40 years and to keep the function of the Canal sustainable. The canal is approximately 49km long and passes the 4 Municipalities Zubin Potok, Mitrocica, Vushtrri and Obilic. The open parts of the Canal have a length of approximately 21 km. The underground parts of the Canal will be rehabilitated in a later stage, which is not part of this contract.

Interested bidder(s) should note that a contract for this scope of works was awarded in 2020, however due to non-performance of the contractor, only certain portions of the scope of work were completed while the substantial majority of the works remained unfinished. The above-mentioned contract was terminated and this new tender is for the balance / unfinished works.

The period of construction under this tender is 22 months.

Bidders with the following minimum key qualifications are eligible for contract award. The Bidder shall furnish documentary evidence that it meets the following experience and financial requirements:

• Past contract experience of at least 1 similar contract of minimum value 7,700,000 Euro inclusive of VAT. Similar contracts shall be based on canal lining/water conveyance systems of similar or larger conveyance capacity (e.g. irrigation, sewerage, storm drainage, bulk water supply or other similar hydraulic works) (including canals/aqueducts)

• Minimum average annual construction turnover of Euro 7,900,000 or equivalent, calculated as total certified payments received for contracts in progress and/or completed within any 3 consecutive years within the last 5 years. For this purpose Years 2017, 2018, 2019, 2020 and 2021 will be used.

• Access to, or has available, liquid assets, lines of credit, and other financial means (independent of any contractual advance payments) estimated as Euro 1,500,000 or equivalent for the subject contract net of the Bidders other commitments (this shall also include at least 750,000 Euro as cash availability in bank or a confirmation from a bank to offer a valid line of credit from bank for the subject contract).

• Minimum specific construction experience in the following key activities successfully completed[1]:

• Service Road or Road Construction (single lane or multiple lane concrete road) at least 5 objects
• Repair of concrete hydraulic structures (weathered with cracks and damaged reinforcement), surface 5,000 m2

For the following specialized works, the Employer permits specialized sub-contractors:

• Waterproof cement application / equivalent plastic resin application / waterproofing coating applications all for aquatic structures (including canals/aqueducts) of at least 2 projects, each of minimum value 500,000 EURO or at least 1 contract of at least 1,000,000 EURO

• Hydraulic duct bypass works for canal repair with no canal flow interruption, at least 2 projects each of minimum value with 1,000,000 Euro or at least 1 contract with at least 1,500,000 Euro

Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Procurment Regulations: Procurement in Investment Project Financing – Goods, Works, Non Consulting and Consulting Services – July 2016, Revised November 2017 and August 2018 , and is open to all eligible bidders as defined in the Procurement Regulations. In addition, please refer to paragraphs 3.14 and 3.15 setting forth the World Bank’s policy on conflict of interest.

A site visit conducted by the Employer will be organized on 16 February 2023, the details of the location and rendezvous point for the site visit will be shared all interested bidders during the Pre-Bid meeting.

In view of the need for bidders to clearly understand the full scope of works and the strategy for executing the same in accordance with the project conceptual design and BoQ, the participation of bidders in the site visit is made mandatory. Bidders will be required to confirm this in the Letter of Bid (as per the Letter of Bid template in Section IV, Bidding Forms)

Bids must be delivered to the address below on or before 15 March 2023 (10.00 Hours). Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below on 15 March 2023 (10.00 Hours).

All bids must be accompanied by a Bid Security of Euro 200,000.00
