• The Government of Sierra Leone has received funds from the International Development Association (IDA) of the World Bank toward the cost of Regional Disease Surveillance Systems Enhancement (REDISSE). The Project is implemented by the (1) Ministry of Agriculture and Forestry and (2) Ministry of Health and Sanitation. The Project implementing agencies intend to apply part of the proceeds toward payment for the Procurement of Various Intensive Care Unit (ICU) Items.

2. The Integrated Health Project Administration Unit (IHPAU) of the Ministry of Health and Sanitation now invites sealed bids from eligible and qualified bidders with at least three years experience in supplying Drugs and Medical Supplies. The supplies are to be delivered within 30 days upon signing the Agreement. Any delivery beyond this period will NOT be accepted.

Bidding will be conducted using the National Competitive Bidding (NCB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (Dated January, 2011, revised July 2014) and is open to all eligible Bidders as defined in the Guidelines.

3. Interested qualified and eligible Bidders may obtain further information and inspect the bidding documents at the address given below or by email to msesay@mohsihpau.gov.sl.

4. The bidding document in English can be purchased by interested Bidders upon submission of a written application to the address below and payment of a non-refundable fee of Five Hundred (NLe500) or its equivalent in freely convertible currency. The method of payment will be by Bank, wire transfer or direct payment into the account details listed below:

5. Bids must be delivered to the address below on or before Friday 14th April, 2023 at 11.00 AM. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened on Friday 14 April, 2023 at 11.00 AM in the presence of the Bidders’ or designated representatives who choose to attend at the address below.

6 All Bids must be accompanied with the following:

• Bid Security Declaration;
• Valid National Pharmacy Board License or its equivalent for Foreign Firms;
• Three years proven experience in dealing with medical drugs and or pharmaceuticals products;
• Business Registration certificate or Business License in conformity with the provision of country of the bidder;
• Valid National Revenue Authority (NRA) and National Social Security and Insurance Trust (NASSIT) Certificates - Applicable for National Bidders. Foreign firms are requested to submit with their bid evidence of equivalent applicable to the country of operation
