Contract Title: Purchase of equipment and other supplies/materials the for the assembly of ICT labs – WebLab II

1. The Government of the Republic of Cabo Verde has received financing from the World Bank toward the cost of the Digital Cabo Verde Project, aiming to contribute to transforming the country into a regional digital hub for accelerating its digital economy through an enhanced digital infrastructure and strengthened demand of digital services and skills, and intends to apply part of the proceeds for the Purchase of equipment and other supplies/materials.

2. The implementing agency, Unidade de Gestão de Projectos Especiais (UGPE) now invites sealed Bids from eligible Bidders for Purchase of equipment and other supplies/materials the for the assembly of ICT labs – WebLab II.

3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers”, dated July 2016 and revised in November 2017 and August 2018 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information from Unidade de Gestão de Projectos Especiais and inspect the bidding document during office hours from 8 a.m. until 4 p.m. (local time), during working days, at the address given below. In addition, please refer to paragraphs 3.14, 3.16 and 3.17 setting forth the World Bank’s policy on conflict of interest.

5. The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below.

6. Bids must be delivered to the address below on or before April 28, 2023 at 3:00 pm. Electronic Bidding will be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below by April 28, 2023 at 3:30 pm (CV time).

7. All Bids must be accompanied by a Bid Security, in a form of a Bank Guarantee of USD 58 000,00 (fifty-eight thousand dollars).

8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
