  • The Government of South Sudan (GoSS) has received financing from the World Bank towards the cost of the implementation of Productive Safety Net for Socioeconomic Opportunities (SNSOP). Based on aforementioned, MAFS is seeking to use a portion of the proceed of the funds to finance the position of the Monitoring & Evaluation and Knowledge Management Officer
  • The objective of the assignment is to carry out the monitoring and evaluation of the project activities to track evidence-based results, develop and implement knowledge management strategies besides compilation of lessons learnt, leveraging best practices and dissemination of the knowledge to stakeholders.
  • Responsibilities: The Monitoring & Evaluation and Knowledge Management Officer will be responsible for the provision of technical assistance to the project in general and advance to the implementing partners technical guidance to ensure compliance and adhering to the general procedures and guidelines of the World Bank (WB) in order to ensure quality output of project interventions and all other tasks detailed in the Terms of Reference (TOR) that will be provided upon submission of application (in person or by E-mail).

Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; (ii) their employment will not create Conflict of interest.

  • Duration: The assignment will be for a period of twenty-four (24) months with a possibility of extension subject to satisfactory performance.
  • Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualification, experience and skills should include: At least a Master’s degree in Monitoring and Evaluation, Project Management, Agricultural Science or Rural Development, Social Sciences or any related field; At least 8 years of working experience in program monitoring and evaluation with good knowledge and skills of project monitoring and evaluation in the Public and private sector including at least 5 years’ experience in leading program monitoring and evaluation, results-based management in donor funded project; Demonstrated Knowledge and experience in designing M&E systems and conducting evaluations; Field experience in research and M&E in a developing country required; Experience in fragile or conflict affected contexts highly preferred; Experience in designing survey and research tools and organizing and delivering training workshops; Demonstrated experience of working with local counterparts in building their capacity is required; Experience managing field-based data collection processes required; Proficiency in data analysis using Statistical software is required, experience with STATA highly preferred; Proficiency in Kobo Toolbox or equivalent is required; Experience with data management and the development of data management protocols required; Good interpersonal skills with experience in networking with partners at all levels (ministry, donors, private sector, NGOs and local community-based organizations); Experience working with or international and donor organizations with implementation of participatory projects; Demonstrated written, analytical, presentation, reporting and computing skills and familiarity with modern communication systems (internet, worldwide web, email etc.)
  • The MAFS now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide information indicating that they are qualified to perform the Services and furnish the Curriculum Vitae (CV).in the prescribed form that will be provided with the TOR upon submission of application (in person or by e-mail at the address given below).
  • The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018 and November 2020 [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest.
  • A consultant will be selected in accordance with the procedures set out in the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018 and November 2020 for selection of individual consultant.
  • Interested Consultants may obtain further information at the address given below from 9:00 to 16:00 Hrs. on working days (Monday through Friday.)
  • Deadline for submission: The Expression of interest (EOI) and the CV completed in the prescribed form must be delivered to the address below (in person, or by mail, or by e-mail) by Tuesday 14th, March 2023 at 17:00 Hours (South Sudan Time).
  • Further details of this REOI are provided in the Terms of Reference (TOR), which may be obtained upon request in person or by e-mail to the address given below. Application through e-mail is highly encouraged.
