SAINT LUCIA HEALTH SYSTEM STRENGTHENING PROJECT

Assignment Title: Monitoring and Evaluation Officer

Reference No. 086/CS-IC/HSSP/ME

Saint Lucia has received financing from the World Bank towards the Health System Strengthening Project and OECS Regional Health Project, and intends to apply part of the proceeds for consulting services for engagement of a Monitoring and Evaluation Officer to provide technical leadership and strategic direction for monitoring and evaluation (M&E) activities for the project implementation process. The services are full time and will be based in the Project Implementation Unit (PIU) established within the Ministry of Health, Wellness and Eldlerly Affairs.

The consulting services (“the Services”) include:

  • Develop and implement the Monitoring & Evaluation Framework for the project, based on the results framework of the Project Appraisal Document (PAD), the PBF Manual, and the specific goals and objectives of the project.
  • Prepare a Performance Monitoring Plan (PMP) to capture project performance and results, including routine service delivery data reporting, baseline and end-line assessments, and all monitoring for process and outcome evaluations.
  • Collaborate with the IT department of the Ministry of Health, Wellness and Elderly Affairs (MoHWEA) and the PBF Coordinator to implement the data management aspects of the PBF scheme including the data flow and ensuring timely data collection and reporting.
  • Contribute to the reporting of results to the MoHWEA and the World Bank, including providing written documentation on M&E activities and indicators results for quarterly progress and annual reports, as appropriate.
  • Provide leadership and direction on M&E issues to the PIU to ensure the project achieves its goals, corresponding objectives and targets.
  • Monitor and evaluate project interventions, document results and provide feedback to stakeholders to guide decision-making.
  • Conduct M&E training individually or jointly with MoHWEA.
  • Participate as required in evaluations and operational research, including design, implementation, data collection, data management and analysis.
  • Ensure quality of data through data verification procedures, including routine data quality audits.
  • Support an M&E culture through relationships and alliances with other MoHWEA projects/programmes on M&E issues through meetings, conferences, and presentations.
  • Prepare reports and disseminate project information among the project team.
  • Work with procurement and financial management specialists to track progress of project procurement and budget activities.
  • Coordinate all M&E capacity-building activities with project staff and counterparts at MoHWEA staff.

The M&E Officer will be contracted for 12 months and possible extension, subject to satisfactory performance. The Ministry, Health, Wellness and Elderly Affairs now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services; (Curriculum Vitae, description of similar assignments, experience in similar conditions, clients’ references etc.).

The criteria for selecting the Consultant are:

  • Bachelor’s degree in Statistics, Research Methods, Mathematics, Economics or related quantitative field or
  • Professional Certification in Monitoring and Evaluating and
  • Minimum three (3) years of work experience in monitoring and evaluating projects/programmes.
  • Experience in working with Management Information Systems.
  • Strong technical skills using one or more statistical software packages, and/or programmes such as SPSS, Epi-Info, STATA, MS Access, MS Excel

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultants Selection method set out in the Procurement Regulations.
