• The Palestinian Liberation Organization for the benefit of Palestinian Authority has received financing from the World Bank toward the cost of ASPIRE (Advancing Sustainability in Performance, Infrastructure, and Reliability of the Energy Sector in the West Bank and Gaza (P170928) and intends to apply part of the proceeds toward payments under the contract for Supply of Smart Meters, and Head End System (HES) for EDISCO’s in West Bank and Gaza (Phase II)
• The Palestinian Energy and Natural Resources Authority now invites sealed Bids from eligible Bidders for Supply of Smart Meters, and Head End System (HES) for EDISCO’s in West Bank and Gaza (Phase II) (GZ-PENRA-174554-GO-RFB)
• Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers’’ November 2020, and is open to all eligible Bidders as defined in the Procurement Regulations.
• Interested eligible Bidders may obtain further information from Palestinian Energy And Natural Resources (PENRA) procurement officer Email: procuremet@menr.org and inspect the bidding document during office hours (8:00 AM to 3:00 PM) at the address given below.
• The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of 100 USD. The method of payment will be deposit in the following Bank account:

6. Bids must be delivered to the address below on or before01-March-2023, 12:00 Noon (Local Time) (+ 02 GMT). Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 01-March-2023, 12:00 Noon (Local Time) (+ 02 GMT).

7. All Bids must be accompanied by a Bid Security with an amount of: 170,000.00 USD

8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
