The Government of Ethiopia has received financing from the World Bank toward the cost of the De-risking, Inclusion and Value Enhancement of Pastoral Economies (DRIVE) project, and intends
to apply part of the proceeds for consulting services to enhance pastoralists’ access to financial services for drought risk mitigation, include them in value chains, and facilitate the
livestock trade in the Horn of Africa.
DRIVE project envisions protecting pastoral Economies from disaster brought about by drought and related natural calamities through De-risking and Livestock value chain enchantment by
supporting private investment in the pastoral value chains to facilitate livestock trade to ensure pastoralists get more value for their livestock-rearing activities. The main objective of the
assignment is to identify gaps in existing local quality assurance services in the livestock value chain and propose interventions to address the challenges of traceability system
implementation, quality testing facilities, inspection and certification services, value chain systems of export Abattoirs quarantines to fulfill international standards and requirements of
live animals and meat export and other animal products as required. Specifically, the consulting firm will perform the following activities including assessment of international quality
standards & practical experiences of other countries such as Kenya, Namibia, and Botswana against the Ethiopian existing facilities. In view of international quality standards &
experiences of the above countries, it will conduct an assessment of existing livestock infrastructural facilities that support trade facilitation in pastoral and agro-pastoral areas of
Ethiopia to identify capacity gaps & propose interventions to be implemented to improve traceability system, veterinary laboratory testing facilities, inspection services, certification of
export live animals & meat export, livestock market facilities & infrastructures, calibration services, testing quality of veterinary services, drugs feed, & animal products.
The Ministry of Agriculture now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information
demonstrating that they have the required qualifications and relevant experience to perform the Services.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants]
