Objectives (or Technical scope)

The objective of this project is to update the existing reports, considering the advances in the technologies, the increase in the experience in the world, and the bigger size of power plants and equipment (Solar PV, onshore wind, offshore wind). The update should include the review of the activities included in the value chains, the review of the estimation of the necessary effort and resources (equipment, materials, etc.) to develop each activity and the review of the required capabilities to build an industrial approach in every phase of the value chain. It will also include best practices in different locations regarding the development of local industrial approaches based on renewables to create value and economic growth. The analysis should be considered for five countries/regions for each technology. Conclusions and recommendations for industrial players, authorities, and policy decision makers should also be included.

Scope of Work

The assessment will include Solar PV: Large-scale power plants (selling electricity to the grid) and distributed solar PV power plants (self-consumption); Onshore wind energy and Offshore wind energy: Bottom-fixed and floating offshore wind energy. For each technology, five countries/locations would be evaluated for various regions.

Staffing

The Contractor’s project team will consist of experts with demonstrated experience in similar analysis. Per the below technical evaluation criteria.

Expertise of firm / organisation submitting proposal

Proven track record to identifying and estimating the required capabilities to build an industrial approach in every phase of the value chain. Provide at least 2-3 similar reports (extracts) or a link.

Proposed approach, methodology and implementation plan. Proven track record of estimating the necessary effort and resources (equipment, materials, jobs etc.) to develop each value chain stage and in identifying activities in renewable energy along the value chains. Provide at least 2-3 similar reports (extracts or a link).

Team quality: The team must have previous experience and be experts in energy, particularly in renewable energy, with vast knowledge of economics. 5-7
Team Leader: at least 5-7 years experience in RE value chain analysis.
– Project expert 1: at least 3-4 years experience in estimating the necessary effort and resources (equipment, materials, jobs
– Project expert 2: at least 3-4 years experience in countries and geographical analysis in RE.

External network: bidders must have proven record of quality assurance of the assessments with world-class experts in the different renewable energies value chains. Provide at least 2-3 examples done within the last 5 years.
