The Government of Indonesia has received financing from Global Environment Facility through the World Bank for the Sustainable Cities Impact Program (SCIP). The Deputy for Infrastructure at the Ministry of National Development Planning/National Development Planning Agency (Bappenas) intends to allocate part of the proceeds to consultancy services.
The consulting services (“the Services”) are designed to support the Government of Indonesia and the City of Balikpapan in formulating a policy-oriented, implementable, and measurable Sustainable Urban Mobility Plan (SUMP), in accordance with the Terms of Reference (ToR) for the SUMP Balikpapan assignment and the World Bank Environmental and Social Framework (ESF). The assignment goes beyond conventional transport planning and focuses on integrated policy formulation, institutional coordination, stakeholder-driven visioning, and the development of actionable investment pipelines, supported by clearly defined Key Performance Indicators (KPIs) and a robust monitoring and adaptive management framework.
The SUMP for Balikpapan will explicitly integrate urban logistics planning, biodiversity conservation, climate mitigation and adaptation, social inclusion (including gender and disability), and local economic empowerment, reflecting Balikpapan’s strategic role in supporting the development of the new national capital (IKN) and regional growth in East Kalimantan.
The consulting services (“the Service”) will include the following tasks:
Consulting firms should coordinate closely with Bappenas and the World Bank throughout all activities. The details of Terms of Reference (ToR) for the assignment are available at https://link.bappenas.go.id/02182026061830
The services are expected to be performed during a period of 12 months. The total estimated level of effort is approximately 220 technical/professional staff‑months.
The Directorate of Connectivity and Logistic Infrastructure, Bappenas, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Consultants are encouraged to present their relevant project experience in a structured table that indicates, at a minimum, project title, location, client, period, and contract value.
For the purpose of shortlisting, the evaluation will be conducted in two stages: (i) assessment of Minimum Experience Requirements (Eligibility/Gating Criteria) on a pass/fail basis; and (ii) technical experience scoring using relative weights for each key area. The following technical experience criteria will be evaluated using a scoring system with relative weights assigned to each key area.

The shortlisting criteria are: relevant experience of the firm in the last 10 years in the following key areas in Indonesia:
Multi-sectoral project experience may be considered, provided that it demonstrates strong components related to urban spatial planning, transport and logistics networks, urban infrastructure, and climate and environmental aspects. Such experience will be taken into account to the extent that its relevance is clearly demonstrated and supported with adequate justification.
Key Experts will not be evaluated at shortlisting stage. Consultants with at least one completed Sustainable Urban Mobility Plan (SUMP) assignment financed by a multilateral or bilateral development partner within the last 10 years may be scored at the upper end of the Project Count Score and Contract Value Score ranges for the "Transport Planning & Public Transport Systems" Key Area, provided supporting evidence is submitted.
The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers July 2016, revised November 2017, July 2018, November 2020, and September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms as a joint venture or a sub-consultant to enhance their qualifications. In the case of an association, the EOI must explicitly specify whether it is a Joint Venture (all members shall be jointly and severally liable for the entire assignment) or Sub-consultancy. In the case of a joint venture, the member firm appointed to represent it must be clearly identified. All the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Only the qualifications and experience of members of the joint venture, but not of sub-consultants, shall be considered in the EOI evaluation process.
Consultants will be selected in accordance with the Consultant’s Qualifications-based Selection (CQS) method set out in the Procurement Regulations.
