INTEGRATED LAND ADMINISTRATION AND SPATIAL PLANNING PROJECT (ILASPP)

Assignment Title: Consulting Services for Geospatial Capacity Enhancement

The Government of Indonesia has received financing in the amount of USD 653 million from the World Bank toward the cost of the Integrated Land Administration and Spatial Planning Project (ILASPP) and intends to apply part of the proceeds for consulting services, namely Consulting Services for Geospatial Capacity Enhancement.

1) The objective of implementing the Geospatial Capacity Enhancement activities is to enhance Indonesia"s geospatial capabilities in facing the climate crisis as part of efforts to establish a Future geospatial ecosystem by strengthening the implementation (adoption and adaptation) of the Integrated Geospatial Information Framework (IGIF).

2) Scope of Works:
Geospatial Capacity Enhancement activity consists of five activities, namely:

  • Activity A: Formulating future directions for initiating the development of Indonesia"s geospatial ecosystem through several targets, namely:
  • Target 1: Assessment of current geospatial capacity; it is conducted at the national/country level based on political, economic, social, and technological conditions as part of identifying the basis for formulating the direction of the future geospatial ecosystem in Indonesia;
  • Target 2: Developing a grand design for the development of Indonesia"s future geospatial ecosystem; and
  • Target 3: Developing a Country-level Action Plan based on the grand design for the development of Indonesia"s future geospatial ecosystem with implementation pathways for climate-informed geospatial applications.
  • Activity B: Capacity enhancement of the Center for Geospatial Information Competence Development towards a future geospatial ecosystem, covering two targets, namely:
  • Target 4: Formulating a master plan for increasing the capacity of geospatial information competency development units towards a future geospatial ecosystem; and
  • Target 5: Developing the required capacity enhancement instruments and its implementation through structured programs.
  • Activity C: Implementing capacity enhancement of Indonesian geospatial ecosystem components as an implementation based on future direction.
    Target 6: The components of the geospatial ecosystem consist of the people ecosystem, stakeholders ecosystem (for i.e. government, industries, and academia), data, technology, policy & standard, operation ecosystem, and decision-centric ecosystem. The capacity enhancement will be carried out at both the national and local levels in Indonesia.
  • Activity D: The development of the Indonesian Geospatial Hub.
    Target 7: Developing Indonesian Geospatial Hub for downstream use of Geospatial Information as a real form of geospatial ecosystem, by forming a committee, preparing an academic study, establishing a website, performing market research, and holding a “Geospatial Hub” forum/conference.
  • Activity E: Reporting.
    Target 8: Mandatory reports that must be provided by service providers as presented in Term of Reference (ToR) Appendix 5, including Inception Report, Quarterly Report, and Final/Project Completion Report.

3) The approximate duration of the assignment is expected to be completed within 36 months from the date of the contract signing. However, this timeline is an estimate and may be subject to adjustments.

4) The ILASPP Project Implementation Unit (PIU) now invites eligible institutions/consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The qualifications of Service Providers that must be met in this activity are as follows:

  • Have at least 5 years of experience in the field of geospatial-related fields and/or geospatial information management with national or international qualifications;
  • Have work experience in developing a framework or implementing the utilization of geospatial information, geospatial strategy, geospatial policy, or geospatial standard. Demonstrated experience in developing a learning system or learning design would be an advantage;
  • Have work experience in capacity building in the field of geospatial information;

The Expression of Interest (EOI) must include the following:

  • EOI Cover Letter: Clearly stating the intention to participate and specifying whether the submission is by a single firm or a Joint Venture (JV). The letter must be complete with the signature of the authorized representative.
  • Firm’s Profile: Brief profile, core business, and years in business.
  • Experience: Summary table of relevant projects, including the duration of contract (month and year), project title, contract value, source of fund, project location, and a brief description/scope of works of each project.

5) The attention of interested consulting firm is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of theWorld Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

6) Firms may associate with others to enhance their qualifications, clearly indicating whether the association is in the form of a Joint Venture (JV) and/or a Sub-Consultancy. If the association is a JV, the EOI must include a Letter of Intent to form a JV, which clearly identifies the Lead Firm. The full Joint Venture Agreement is not required at this EOI stage. For shortlisting purposes, the qualifications of any Sub-Consultant will not be considered in the EOI evaluation.

7) The Shortlist shall include not fewer than five (5) and not more than eight (8) eligible Firms.

9) The Consulting Firm will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method described in the Procurement Regulations.

10) Expressions of Interest (EOI) should be submitted in English and send to https://spseicb.lkpp.go.id/spseicb/ by April 7, 2026, 12:00 WIB at the latest.
