Assignment Title: The Preparation of Infrastructure Governance, Feasibility Study, and Environmental & Social Impact Assessment Documents for Coastal Zone Corridor in Balikpapan City

The Government of Indonesia has received financing from the World Bank toward the cost of the Global Environment Facility Indonesia Sustainable Cities Impact Project (SCIP) and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include but not limited to: (a) preparation of Infrastructure Governance Assessment to make sure the viability of sub-projects facilitated in Balikpapan City (b) preparation of feasibilities studies (FS) and Environmental and Social Impact Assessment (ESIA) complemented with biodiversity assessment of Karang Joang Energy and Conservation Hub to support the fulfilment of readiness criteria for selected sub-projects in the GEF Indonesia SCIP program and in accordance with feasibility study preparation guideline (c) preparation of FS and ESIA complemented with biodiversity assessment of Karang Joang Circular and Water Sustainability Initiatives to support the fulfilment of readiness criteria for selected sub-projects in the GEF Indonesia SCIP program and in accordance with feasibility study preparation guideline (d) facilitating local governments in conducting public consultations on technical and environmental-social documents that have been prepared.
The Services are expected to start in May 2026 and be performed during a period of 12 months. The total estimated level of effort is approximately at 156 technical/professional staff months. The Consulting firm is expected to have the ability to mobilize in Indonesia either by having local partners/local experts or project office upon award. The Directorate of Energy Resources, Mineral, and Mining, Ministry of National Development Planning/National Development Planning Agency now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria for the firms are as follows:
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated November 2020 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
