Assignment Title: The Preparation of Infrastructure Governance, Feasibility Study, and Environmental & Social Documents for the Musi Riverbank Corridor in Palembang City.

The Government of Indonesia has received financing from the World Bank toward the cost of the Global Environment Facility Indonesia Sustainable Cities Impact Project (SCIP) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include but not limited to: (a) preparation of Infrastructure Governance Assessment to make sure the viability of sub-projects facilitated in Palembang City; (b) preparation of feasibilities studies (FS) and Environmental and Social Impact Assessment (ESIA) complemented with biodiversity assessment of Musi Green Heritage Corridor to support the fulfilment of readiness criteria for selected sub-projects in the GEF Indonesia SCIP program and in accordance with guidelines on mainstreaming climate change, nature-based solutions, and urban biodiversity issues; (c) preparation of FS, and ESIA complemented with biodiversity assessment of Blue-Green Musi Circular Center to support the fulfilment of readiness criteria for selected sub-projects in the GEF Indonesia SCIP program and in accordance with guidelines on mainstreaming climate change, nature-based solutions, and urban biodiversity issues; (d) facilitating local governments in conducting public consultations on technical and environmental-social documents that have been prepared.

The Services are expected to start in May 2026 and be performed during a period of 12 months. The total estimated level of effort is approximately at 159 technical/professional staff months. The Directorate of Forestry and Water Resources Conservation, Ministry of National Development Planning/National Development Planning Agency now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria for the firms are as follows:

• Experience in preparation or development of Feasibility Study (FS) of integrated area development at least three projects for the last ten years.
• Experience in preparation or development of Environmental & Social Impact Assessment (ESIA) of integrated area development at least three projects for the last ten years.
• Experience working in the field of consulting services on topics related to sustainable city infrastructure, nature-based solutions, climate change, and/or biodiversity (experience in the fields of circular waste management, and sustainable landscape).
• Experience in Indonesia and/or comparable urban contexts (Palembang city experience is an advantage).

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated November 2020 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant’s Qualifications - based Selection (CQS) method set out in the Procurement Regulations.
