Asssignment Title : Technical Support Consultant for BWS Sulawesi I

The Government of Indonesia has received financing in the amount of USD 400 million from the World Bank toward the cost of the National Urban Flood Resilience Project (NUFReP). The River Basin Organization Sulawesi I Manado under Directorate of Water Resource Ministry of Public Works (MPW) intends to apply part of the proceeds for consultant services, namely Technical Support Consultant for BWS Sulawesi I National Urban Flood Resilience Project (NUFReP, or hereafter, the Project).
The Consulting Services (“Services”) is for a Technical Support Consultant for BWS Sulawesi I. The key objectives of this task which are to review design and environmental social safeguard documents of Tondano River, Tikala Rive, and Sario River. The consultant will be assigned for 6 months and the draft Term of Reference (TOR) for the assignment is attached to this request for expressions of interest.
The River Basin Organization Sulawesi I Manado under Directorate of Water Resources, Ministry of Public Works, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The required qualifications and relevant experiences are:
1. At least 5 years’ experience in consulting services especially in technical assistance, feasibility study, and design and planning.
2. Have successfully completed at least 3 Assigments as a Technical Consultant in collecting technical data, reviewing flood control building designs, conduct an environmental social screening and prepare environmental documents.
3. Preferably have 5 years of as a Technical Consultant in water resources sector projects, funded by loan/grant from the World Bank or any international development partner; and
4. Preferably have experience as a Technical Consultant in water resources sector projects, assigned by the central government of Indonesia or similar conditions.

Technical and Managerial capability of the firm

Availability within the firm of permanent (i.e. in the firm’s regular payroll), experts/ professional staff relevant to the assignment. Provide only the structure of the organization, general qualifications, and number of key staff. Do not provide CV’s of the staff. Key Experts will not be evaluated at the shortlisting stage. Only experience of JV member will be considered, experience of sub-consultant will not be evaluated.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a subconsultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, all members of JV should meet the criteria independently.

Interested Consultant firms are required to access the electronic procurement system (SPSE) of Ministry of Public Works (MPW) to register and to submit EOI. Expressions of interest must be submitted electronically through the SPSE INAPROC system (https://spse.inaproc.id/) of the Ministry of Public Works latest by January 15th, 2025.
