The Republic of Indonesia has received financing in amount of USD 610.000.000 equivalent from joint co-financing the World Bank (US$ 380 million) and Asian Infrastructure Investment Bank (AIIB) (USD 230 million) toward the cost of the Development of Pumped Storage Hydropower in the Java-Bali System Project, and intends to apply part of the proceeds toward payments for goods, works, and consulting services to be procured under this project..

The project will include the following components:

• Component 1: Development of the UCPS
• Component 2: Environmental and Social Impact Management for UCPS Plant
• Component 3: Provision of Technical Assistance and Capacity Building Activities

Procurement of contracts financed by the World Bank and AIIB will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (“Procurement Regulations”) of November 2020 and is open to all eligible Bidders as defined in the Procurement Regulations. After project negotiations, the World Bank and AIIB shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection. The agreed procurement plan shall also be published on PLN’s website.

Specific Procurement Notices (SPN) for contracts subject to open international competitive procurement will be announced, as they become available, on the World Bank’s and AIIB’s external website, E-procurement PLN website, Jakarta Post and Media Indonesia.

This Request for Bids (RFB) method – single stage two envelope with Rated Criteria will be used for international open competitive procurement.
