Assignment Title: Consulting Services for Geospatial Data Utilization Platform for Climate Action

The Government of Indonesia has received financing in the amount of USD653 million from the World Bank toward the cost of the Integrated Land Administration and Spatial Planning Project (ILASPP) and intends to apply part of the proceeds for consulting services, namely Consulting Services for Geospatial Data Utilization Platform for Climate Action.
1. The objectives of Consulting Services for the Geospatial Data Utilization Platform for Climate Action is to develop a platform that enables the government, private sector, and society to assess climate change risks and impacts, supporting both mitigation and adaptation strategies.
2. Scope of Works:
a) The concept of Climate Action outlines Indonesia"s climate resilience development policy for the period 2020–2045 (BAPPENAS). This concept elaborates on the implementation strategy for climate resilience policies in the development of analytical models and a geospatial data utilization platform, as well as strengthening collaboration among stakeholders, including Ministries/Agencies, Local Government, the private sector, and universities.
b) The Climate Action Platform Architecture will serve as the technological backbone for utilizing geospatial data to support Indonesia’s climate policy frameworks, including: Nationally Determined Contributions (NDCs), Long-Term Strategy for Low Carbon and Climate Resilience (LTS-LCCR 2050), One Map Policy (Perpres No. 9/2016), National Disaster Risk Reduction Plan (BNPB’s InaRISK).
c) The Geospatial Data and Information Implementation Platform will address the geospatial infrastructure needs for climate resilience development and formulate policy recommendations related to climate action. This platform is also expected to establish an ecosystem for geospatial data utilization to support climate change risk assessment and the integration of related policies within the framework of the National Geospatial Information Network (JIGN),
d) The project will oversee the data governance framework, ensuring alignment with One Map Policy regulations and incorporate geospatial data layers relevant to climate risk assessment, including but not limited to:
(i) Baseline geospatial layers – Administrative boundaries, land cover, terrain models (BIG, KLH, Kemenhut).
(ii) Climate hazard layers – Flood risk zones, drought-prone areas, coastal erosion maps (BMKG, BNPB, BRIN).
(iii) GHG emissions layers – Industrial emissions, deforestation trends, carbon sequestration potential (KLH, Kemenhut, UNFCCC).
e) Expanded stakeholder engagement will be prioritized, ensuring active participation from:
(i) Local government agencies will be responsible for data validation, updating local land-use plans, and integrating field observations into the platform.
(ii) Private sector partners (e.g., technology firms, renewable energy developers) for data contribution and analysis.
(iii) Academic institutions (universities) and research organizations to enhance analytical models and decision-support tools.
f) To ensure data interoperability, all geospatial layers will adhere to Open Geospatial Consortium (OGC) standards (e.g., WMS, GeoTIFF, NetCDF) and integrate with national geospatial platforms.
g) The project will establish data-sharing protocols between national institutions (BIG, ATR/BPN, BMKG, BNPB, KLH, Kemenhut), private sector data providers, and research institutions to enhance data accuracy, accessibility, and usability.
3. The approximate duration of the assignment is expected to be completed within 36 months from the date of the contract signing. However, this timeline is an estimate and may be subject to adjustments.
4. The ILASPP Project Implementation Unit (PIU) now invites eligible institutions/consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The Expression of Interest (EOI) must include the following:
5) The attention of interested consulting firm is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of theWorld Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
6) Firms may associate with others to enhance their qualifications, clearly indicating whether the association is in the form of a Joint Venture (JV) and/or a Sub-Consultancy. If the association is a JV, the EOI must include a Letter of Intent to form a JV, which clearly identifies the Lead Firm. The full Joint Venture Agreement is not required at this EOI stage. For shortlisting purposes, the qualifications of any Sub-Consultant will not be considered in the EOI evaluation.
7) The Shortlist shall include not fewer than five (5) and not more than eight (8) eligible Firms.

9) The Consulting Firm will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method described in the Procurement Regulations.
10) Expressions of Interest (EOI) should be submitted in English and send to https://spseicb.lkpp.go.id/spseicb/ by February 20, 2026, 12:00 WIB at the latest.
