The E&S expert will be key to ensure a high level of dialogue and cooperation between AFD and energy SOEs on E&S, climate, gender and just transition, both at
project and corporate level.
The E&S Expert will support SOEs as they strengthen their internal doctrines, procedures and organizational systems for environmental and social risk management. The
Expert will contribute to reinforcing PLN’s and other SOEs’ own capacity to identify, assess and manage social risks, improve consultation and GRM mechanisms,
integrate gender and climate considerations, and structure corporate-level approaches to Just Transition. On the Environmental, Social, Gender, Adaptation and Just (ESGAJ)
topics, the expert will contribute to:
1. Project-level support (Environmental, Social, Gender, Adaptation)
o Support project preparation
o Preparation and review of tender documents
o Capacity building
o Facilitate dialogue
o Collect data
o Review documentation and synthesis
o Screen projects
o Monitoring IETF-financed E&S studies at project level;
o Reviewing E&S documentation for energy projects with SOEs;
2. Institutional support (ESMS, Gender, Adaptation and Just)
o E&S framework review
o Capacity building
o Facilitate dialogue
o Provide capacity building
o Preparation and review of tender documents
o Monitoring IETF-financed E&S studies at corporate level;
o Identifying E&S, gender, climate adaptation, and Just Transition technical assistance needs at corporate level;
o Advising AFD on strategic E&S positioning with SOEs;
o Supporting the design of corporate sustainability frameworks;
The IETF (€14.7M, EU-French funded) is a technical assistance programme designed in partnership with Indonesian stakeholders to support the country’s clean energy
transition. It builds on the Just Energy Transition Partnership momentum to help advance fair and inclusive policies, while facilitating the preparation of renewable
energy and transmission projects.
