The Directorate of Sanitation, Directorate General of Human Settlements, Ministry of Public Works is now inviting qualified consulting firms (“Consultants”) to express their interest in providing the Services. Interested Consultants must provide information demonstrating that they possess the necessary qualifications and relevant experience to perform the work or Services. The selection evaluation criteria are:

1. Experience in carrying out similar work of at least 1 (one) job in the last 10 (ten) years with a minimum contract value of IDR 4,000,000,000 (Four Billion Rupiah). The criteria for similar experience must be based on the comparable scope and nature of services, the complexity of the assignment, including strong technical and managerial capabilities in providing consultancy services, including advisory services in the field of waste or wastewater / technical assistance in the field of waste or wastewater / technical management consultants in the field of waste or wastewater / technical guidance in the field of waste or wastewater / consultant assistance in the field of waste or wastewater / capacity building in the field of waste or wastewater;
2. Availability of permanent experts / professionals at the company.

Key Experts will not be evaluated at this stage, and therefore, permanent experts/professional staff need not be assigned specifically to this Service at this stage.

Consultants should pay particular attention to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank"s July 2016 "Procurement Regulations for IPF Borrowers," revised November 2017 and August 2018 (the "Procurement Regulations"), which outline the World Bank"s conflict of interest policy.

Consultants may partner with other firms to enhance their qualifications, but must clearly indicate whether the partnership is a joint venture and/or sub-consultancy. In the case of a joint venture, all partners in the joint venture will be jointly and severally liable for the entire contract, if selected. The qualifications and experience of sub-consultants will not be evaluated at any stage of this consulting services selection process.
