Procurement Specialist (1 position)

REQUEST FOR EXPRESSIONS OF INTEREST

Assignment Title: Procurement Specialist

The Government of the Republic of Indonesia has received a loan from the World Bank toward the cost of the Integrated Land Administration and Spatial Planning Project (ILASPP), intends to apply part of the proceeds for individual consultant service as Procurement Specialist.

The Procurement Specialist will be a strong support to Project Implementation Unit (PIU) at BIG and other working units on full time basis, as well as strengthening and support the development of Terms of Reference (TOR), specifications, and contracts, ensuring the procurement of work, goods, and services, reporting with the Procurement Team, and deliver tasks and assignments as directed by the PIU

The Procurement Specialist, under supervision and coordination of the PIU-ILASPP will be responsible, but are not limited to the following:

Procurement Planning:

  • Collaborate with project stakeholders to update the project"s procurement plan document and in World Bank"s STEP system at any given time, and revisit and update as necessary the Procurement Strategy for Development (PPSD), including to identify and monitor activities on critical paths.
  • Ensure compliance with the World Bank"s Procurement Regulations and the Project"s Operations Manual (POM) for all project related procurements.
  • Identify and prioritize procurement requirements based on project objectives and timelines.
  • Conduct market research and price analysis and to identify potential suppliers and obtain necessary information for procurement planning.

Development of Terms of Reference (ToR) and Tender Documents:

  • Assist the PIU, technical teams and experts responsible for project activities with developing ToRs and tender documents including to define the scope of work, specifications, costing for Owner Estimate (OE), deliverables, and evaluation criteria in alignment with project requirements and World Bank"s procurement regulations.
  • Support PIU to ensure the tender documents are in compliance with World Bank"s procurement policies, regulations, and best practices.
  • Support PIU to submit No Objection requests to the World Bank for tender documents.
  • Procurement Specialists should also declare any conflict of interests with procurement activities as per World Bank"s procurement regulations.
  • Support UKPBJ in Tender Publication and Procurement Process Assistance as required for.

Project related activities, including but not limited to:

  • Support UKPBJ to publish tenders through appropriate channels, adhering to procurement regulations and guidelines.
  • Support UKPBJ throughout the procurement process, including providing clarifications and amendments to tender documents.
  • Coordinate with UKPBJ and respond to inquiries related to the procurement process.
  • Assist in organizing pre-bid meetings and site visits, if required. Evaluation of Bids, as required:
  • Provide training and capacity building as necessary to the evaluating committee members and staff involved in the procurement process.
  • Assist UKPBJ in the evaluation of bids by providing inputs and recommendations based on technical and commercial evaluations.
  • Participate in the bid evaluation process as per assistance required by UKPBJ to contribute in the assessment of bidder capabilities, qualifications, and proposals.

Vendor Onboarding and Agreement Development:

  • Facilitate the onboarding process for selected vendors, including communication, negotiation, and finalization of terms.
  • Support the preparation of contracts, Letters of Appointment (LOA) and agreement documents.
  • Ensure that contractual terms and conditions are clear, comprehensive, and aligned with project requirements.

Contract Management:

  • Provide guidance and support the PIU in contract administration, monitoring, and performance management of the selected vendors, including preparation of a contract management plan with key performance indicators.
  • Support PIU to address any issues or disputes that may arise during the contract execution phase.

Compliance and Reporting:

  • Conduct legal due diligence and consultations with relevant government, law enforcement and corruption prevention authorities regarding project activities (including but not limited to procurement, cybersecurity, and personal data protection), to ensure compliance with requirements under Indonesian Law and World Bank regulations
  • Ensure procurement process is in compliance with World Bank procurement regulations, policies, and procedures.
  • Maintain proper documentation of procurement activities, including procurement plans, bid evaluation reports, and contract files.
  • Prepare procurement-related reports and contribute to project progress reports as required by BIG and other stakeholders.
  • Support PIU to provide World Bank"s post-review requirements when scheduled.
  • Carry out other duties in accordance with the assignment of the Commitment Making Officer (PPK)

The Procurement Specialist shall have the following minimum qualifications and experience:

a. Education: A minimum of a Bachelor’s degree or higher educational degree in a related field, such as Finance, Management, Engineering, Law, or Procurement

b. Experience: A minimum of 6 years of relevant experience in the field. Experience in procurement of international funded projects, specifically the World Bank is highly desirable.

c. Skills: Good understanding of Indonesian Procurement Regulations and World Bank Procurement framework, including budgeting and treasury system

d. Abilities: Capable of multitasking under pressure, working independently, excellent interpersonal and cross-functional teamwork skills

e. Reputation: Goods/Services Procurement Expert certificate or prior completion of World Bank Procurement Training is desirable.

PIU of ILASPP now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (CV, References, Salary History.)

The consultant will be selected in accordance with the procedures set out in the World Bank’s Procurement Regulations for Investment Project Financing (IPF) Borrowers of September 2023. Interested consultants may obtain further information at the address below during office hours 09.00 to 16.00 WIB (Jakarta time; GMT+7). The expressions of interest must be delivered to the email below by September 19, 2025 at 16.00 WIB. The email has been received by the procurement officer.
