Risk Management Expert (1 position) REQUEST FOR EXPRESSIONS OF INTEREST

The Government of the Republic of Indonesia has received a loan from the World Bank toward the cost of the Integrated Land Administration and Spatial Planning Project (ILASPP), intends to apply part of the proceeds for individual consultant service as Risk Management Expert. The Risk Management Expert will be a strong support to Project Implementation Unit (PIU) at BIG and other working units on a daily basis, as well as identify and respond to risks that could hinder project success, conducting an evaluation and providing recommendations to BIG’s risk management policies and implementation

The Risk Management Expert, under supervision and coordination of the PIU-ILASPP will be responsible, but are not limited to the following:

• Implementing risk management in the execution of ILASP Project activities in BIG in accordance with the risk management guidelines established by BIG.
• Understanding of Risk Management Scope and Context
  Conduct a thorough understanding of the scope and context of risk management as implemented by BIG.
• Risk Identification
  Identify strategic-level risks (Institutional and Echelon I Unit) and refine the identification of operational-level risks that have already been developed by BIG
• Risk Analysis
  Conduct analysis of the likelihood and impact of each strategic-level risk (Institutional and Echelon I Unit), and enhance the operational-level risk analysis that has been prepared by BIG.
• Risk Evaluation
  Evaluate the results of the risk analysis for each strategic-level risk (Institutional and Echelon I Unit) and refine the operational-level risk evaluations developed by BIG to determine the risk priority list.
• Risk Treatment
  Design control action plans for each strategic-level risk (Institutional and Echelon I Unit) and refine the operational-level risk control plans developed by BIG.
• Risk Monitoring and Review
  Monitor the implementation of control action plans throughout the execution of ILASP Project activities in BIG and update the control action plans as needed.
• Reporting and Communication of Risk Management Implementation
  Periodically report the implementation of risk management to relevant stakeholders concerning the execution of ILASP Project activities in BIG.
• Carrying out the implementation of the World Bank’s Environmental and Social Framework (ESF) for ILASP Project activities in BIG.
• Conducting an evaluation and providing recommendations to BIG’s risk management policies and implementation.
• Carrying out the knowledge transfer to ensure the sustainable implementation of risk management for ILASP Project activities in BIG.

The Risk Management Expert shall have the following minimum qualifications and experience:

a. Minimum Master"s Degree in Management/Law or Risk Management-related field
b. Professional certification preferred (e.g., ISO 31000, CRMP, PMP, COSO ERM)
c. Minimum 7 years of experience in operational, strategic, or public sector risk
d. Skilled in risk assessment methods (e.g., FMEA, HAZOP, Monte Carlo), tools (e.g., Risk Register, Heat Map)
e. Strong communication and team collaboration skills
f. Proficient in Microsoft Office

PIU of ILASPP now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (CV, References, Salary History.)

The consultant will be selected in accordance with the procedures set out in the World Bank’s Procurement Regulations for Investment Project Financing (IPF) Borrowers of September 2023. Interested consultants may obtain further information at the address below during office hours 09.00 to 16.00 WIB (Jakarta time; GMT+7). The expressions of interest must be delivered to the email below by September 19, 2025 at 16.00 WIB. The email has been received by the procurement officer.
