Assignment Title: Development of Integrated Map Production System

The Government of Indonesia has received financing in the amount of USD653 million from the World Bank toward the cost of the Integrated Land Administration and Spatial Planning Project (ILASPP). It intends to apply part of the proceeds for consulting services, namely the Development of the Integrated Map Production System.
The terms of reference of the Development of Integrated Map Production System under the supervision of the Geospatial Information Agency, as the Project Implementation Unit, are as follows:
The scope of work of the Development of the Integrated Map Production System is:
1) Preparation
2) Prototype Development
3) Implementation and scaling-up of the integrated production system
4) Assistance in the preparation of ISO 20000 (IT Service Management) and ISO 27001 (Information Security Management System) documentation for the integrated map production system
5) Evaluation and Reporting
6) Maintenance and support for the Integrated Map Production System at the BIG geospatial computing center will be provided for a period of one year after the project is completed.
3. The approximate duration of the assignment is expected to be completed within 15 (fifteen) months from the date of the contract signing. However, this timeline is an estimate and may be subject to adjustments.
4. The Geospatial Information Agency now invites eligible institutions/consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

5. The attention of interested Consulting Firm is drawn to Section III, paragraphs 3.15, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, September 2023, and February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
6. The institution/consulting firm may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture (JV) or an association, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. In case of an association, the Consultants must explain in the Expression of Interest (EOI) submission: (a) the rationale/justification for the proposed inclusion of the JV members and/or sub-consultants in the association; and (b) the anticipated role and relevant qualifications of each member of the JV and/or of each sub-consultant for carrying out the assignment. Failure to provide the above explanation in the EOI may risk the association not being shortlisted for the assignment. However, the qualifications/experience of sub-consultants will not be considered by the Client in the evaluation of EOI for further process.
7. The Shortlist shall include not fewer than five (5) and not more than eight (8) eligible firms.

9. The Consulting Firm will be selected in accordance with the Consultant’s Qualification Selection (CQS) method described in the Procurement Regulations.
10. Expressions of Interest (EOI) should be submitted in English and send to https://spseicb.lkpp.go.id/spseicb/ according to the schedule as stated in the SPSE ICB.
11. Pokja Pemilihan ILASPP as procuring entity reserves the right to accept or reject any or all EOIs without assigning any reason whatsoever. All decisions by the procuring entity are final.
