Assignment Title: Technical Expert for Critical Occupation List

The Government of Indonesia has received financing from the World Bank toward the cost of the Labor Market Information and Skill System Transformation for Labor Market Flexibility (LISTRAF) and intends to apply part of the proceeds for consulting services.

The consulting services (Technical Expert for Critical Occupation List) consist of providing technical guidance and hands-on training on the COL process including top-down, bottom-up, dovetailing and validation stages; provide capacity building to related units in the Ministry of Manpower regarding COL; and to provide quality assurance through regular check-ins with the Ministry of Manpower team and guidance on challenges that might arise during the COL preparation process. The period for carrying out the duties of the consultant is 9 months from the start of contract signing and the contract will be output-based.

The Ministry of Manpower is currently seeking qualified individual consultants to express their interest in delivering the required services. Those who are interested are encouraged to submit evidence of their relevant experience and necessary qualifications, which may include a CV (as attached on link), reference letters, and other supporting documents related to the assignment.

The evaluation criteria are:

Master"s degree in Economics, Public Policy, Demography, Development Studies, or Statistics.

Minimum 5 years" experience working in the field of employment, human resource or workforce planning, or labor market policy and programming. Having international experience (especially in ASEAN countries) in the field of employment, human resource or workforce planning, or labor market policy and programming is preferable.

Demonstrated familiarity with the implementation of the Critical Occupation Lists.

Demonstrated experience working with international organizations.

Demonstrated experience in capacity building on the quantitative and qualitative labor market surveys and analysis.

Excellent communication skills, both written and verbal, in English. Ability to communicate in Indonesian is an advantage.

Ability to structure and deliver presentations, and effectively explain complex concepts or issues in simple, easy-to-understand language to all levels of audiences.

Ability to engage in substantive technical discussions with all stakeholders.

Ability to work effectively in a team-oriented manner in a multi-cultural environment.

Ability to interact and communicate effectively and diplomatically with senior government officials at the highest levels, and specifically adapt to existing economic-socio-political conditions.
