Assignment Title: Technical Consultancy to Support EBTKE formulating Indonesia National Standard (Standar Nasional Indonesia/SNI) for Geothermal Reservoir Management and Indonesia National Standard Competency of Worker (Standar Kompetensi Kerja Nasional Indonesia/SKKNI) for Geothermal Reservoir Management

To support geothermal energy development in Indonesia, the World Bank and the Government of Indonesia have established the Geothermal Resource Risk Mitigation (GREM) Facility, managed by PT Sarana Multi Infrastruktur (PT SMI). This facility aims to scale up investment during the high-risk exploration and delineation drilling phase by providing financial support through two components: (i) loans and de-risking for both public and private sector developers, and (ii) technical assistance and capacity building. For the public sector window, there will be a de-risking component using funding from the Government of Indonesia under the Dana Pembiayaan Infrastruktur Panas Bumi (PISP Fund) in the event that the resources are not confirmed or the exploration comes to an unfeasible result (please see the Ministry of Finance (MoF) Regulation No. 80/PMK.08/2022). Meanwhile, for the private sector window, the debt package will be evenly split between a loan financed by the World Bank and de-risking facility funded by the Global Climate Fund and/or the Clean Technology Fund.
In addition to financial support, PT SMI also offers technical assistance, particularly to the Ministry of Energy and Mineral Resources (MEMR), including a cost reduction study from 2022–2024. Currently, MEMR plans to develop the detailed drafts of the Indonesia National Standard (SNI) and Indonesia National Standard Competency of Worker (SKKNI) dedicated for tailoring the geothermal reservoir management, based on Indonesia"s laws on standardization and workforce competency. PT SMI supports this initiative through consultancy services to ensure the geothermal workforce meets national standards for competency and sustainability in reservoir management.
PT SMI therefore invites eligible Consultants to indicate their interest in providing consulting services to support the Directorate General of New Renewable Energy and Energy Conservation (EBTKE). The objective of this consultancy is to engage a technical consultant whose specialized expertise is in geothermal energy, competency standards, and standard formulation to support EBTKE in formulating SNI and SKKNI for geothermal reservoir management. The consultant will collaborate closely with relevant stakeholders, formulation, verification team and technical committee, to ensure that these standards meet regulatory requirements and effectively address industry needs.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Interested consultants must provide sufficient information indicating that they are qualified to perform the services such as brochures/company profile, description of similar assignments (including location/country, name of the Employer/Client, type of services provided, period of contract, contract amount, starting and completion dates) and availability of appropriate skills as required. The consultancy team can use the tables to present the required information.

TOR and this REOI were also prepared in Bahasa Indonesia and published at PT SMI"s website. If there is any inconsistency or different interpretation between the Indonesian language and English language, the English version shall prevail.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for Investment Project Financing (IPF) Borrowers: Procurement in Investment Project Financing for Goods, Works, Non-Consulting and Consulting Services” dated July 2016, revised on November 2017, August 2018, September 2023, and February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. In the case of an association, the EOI must explicitly specify whether the association is in the form of a Joint Venture (all members jointly and severally liable for the entire assignment), or Sub-consultancy. In the event of a joint venture, the member firm appointed to represent the joint venture must be clearly identified. Only the qualifications and experience of members of joint ventures, but not of sub-consultants, shall be considered in the EOI evaluation process.
A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Consultant Guidelines.
